Shifts in thinking and practice concerning aid have posed serious challenges in monitoring and evaluation (M&E) for both donors and recipients, but progress in reform remains slow. Advancement help as a level of absolute streams is declining and is excessively little and wasteful to give adequate cradles to repeat worldwide emergencies. This article presents a diagnostic checklist that captures issues of M&E policy of World Bank. It applies Poverty and Social Impact Analysis (PSIA) test, randomized controlled trials and quasi-experimental designs to a review of the PRSP M&E arrangements of 10 aid dependent countries, which are recipient of World Bank Funds to demonstrate comparative strengths and weaknesses. - ItemAccessing Basic Education: A Study of Selected Public Schools IN Kwara State(Gombe Journal of Administration and Management (GJAM) 2705-3407, 2019) Moshood Olayinka Salahu; Ambali AbdulRaufOver the years, the Nigerian government has in various capacities intervened in the provision of basic education across the nation. Given Nigeria’s quest for development and its determination to make education accessible to all school-age children in the country, it has intensified effort in the implementation of the Universal Basic Education Program in terms of funding and provision of policy guidelines. However, despite the robustness of the policy, and the various efforts by governments at different levels in the country to see to the success of the program, its implementation has not been as successful as expected. It is against this background that this paper attempts to examine the access to basic education in Kwara state, using selected public schools in the state. The study engaged the use of primary and secondary data for its analysis. The primary data were elicited through structured questionnaires administered in the selected schools. Data so elicited were analyzed using simple percentage. The study discovers that in Kwara state, in terms of availability, public schools are available within walking distance as stipulated in the basic education policy guidelines, but are not really affordable, despite the fact that they are tuition-free, as most parents still find it difficult to pay the extra charges. The study therefore recommends the introduction of the School Voucher System among others as possible ways out of the conundrum the state has found itself.
- ItemADMINISTRATIVE PROCESSES AND THE CHALLENGES OF SERVICE DELIVERY IN CONTEMPORARY NIGERIAN BUREAUCRACY(2016) Aliyu, O.A & I. M DanjumaThis paper examines the effect of bureaucracy, administrative processes and procedures on service delivery in Nigeria. This article view bureaucracy as a process and standard operating procedures established for the conduct of the government business; which has significantly affected service delivery in the Nigerian public sector. This work attempts to comprehend how the existing rigid bureaucracy (institutionalized holdup) has thwarted the deliverance of democratic dividends in Nigeria. Findings show that various administrative bottlenecks and strict adherence to bureaucratic procedures are attributable to some of the failed policies, programmes and incidences’ of abandoned projects in Nigeria. Nevertheless, the article argue that, since administrators are saddled with the task of implementing programmes and policies of government, they must observe all the laid down rules, regulations and at the same time possess some level of flexibility as the situations demand. The paper concludes that the Public service rules and regulations should be structurally flexible to address critical cases and emergency situations.

The study recognizes the pivotal role these associations play in maintaining a harmonious and cooperative environment among their members, and it seeks to provide valuable insights into the effectiveness of existing dispute management mechanisms. The methodology involves a qualitative approach focusing on in-depth interviews with key stakeholders, including association leaders, members, and individuals involved in the administration of dispute management processes. This qualitative method aims to uncover perspectives, experiences, and perceptions surrounding the various strategies in place. The analysis explores the diversity of dispute management strategies, ranging from formal mechanisms such as arbitration and mediation to informal approaches rooted in traditional practices. It will also assess the role of communication, leadership, and organizational culture in influencing the effectiveness of these strategies. Special attention will be given to identifying any contextual factors specific to Kwara State that may impact the success of dispute management efforts. Anticipated outcomes include an understanding of the strengths and weaknesses of current dispute management strategies within commodity market associations in Kwara State. The research findings aim to contribute practical recommendations for refining existing approaches or implementing new strategies that better align with the unique dynamics of commodity markets in the region. This analysis aspires to foster a more cooperative and resilient environment among association members, ultimately enhancing the overall sustainability and success of commodity market associations in Kwara State, Nigeria.

Olaniyi Ph.D and Lukman Omomeji ShehuPolitical parties the world over are seen as one of the instruments through which democratic processes are carried out. Their importance in establishing and maintaining a stable democratic order cannot be overemphasized. However, since Nigeria returned to demo critic rule in 1999 political parties have failed to perform their fundamental role of democratic consolidation religiously. This is not unconnected with the fragile inter and intra-party relations and incessant conflicts of varied magnitude. The main objective of the study is to assess how intra-party conflicts have been affecting political parties in contributing to the task of democratic consolidation in Nigeria's fourth Republic. This study examines the causes of intra-party conflicts in Nigeria and their implications on democratic consolidation in the Fourth Republic. In this study, comparative cum historical method serves as the research methodology Findings of this research work reveal that factors such as; lack of internal democracy paucity of party ideology godfatherism, issues relating to candidates' selection, among others, are the causes of intra-party conflicts in Nigeria. The study equally reveals that intra-party conflicts have impacted negatively on the quest for democratic consolidation in Nigeria in a number of ways which include; proliferation of weak political parties, creation of civil unrest and electoral related violence. Based on its findings, the study recommends that political party should adhere to the principles of internal democracy: embrace certain political ideology; and play down the importance of godfatherism in its internal democracy

Conversely, the advent of e-governance, driven by rapid advancements in Information and Communication Technology (ICT), has emerged to transform traditional governance practices, promoting transparency and accountability. However, despite the benefits inherent in e-governance initiatives in Nigeria, a gap persists between their potential benefits and actual outcomes. There is a low level of adoption and effectiveness of these initiatives due to challenges such as low digital literacy among government officials and citizens. The main thrust of this study centres around the assessment of the role of internal e-governance initiatives in promoting transparent governance in Nigeria. Moreso, the article examined the relevance of external e-governance initiatives in fostering transparency. The study’s propositions are formulated thus: internal e-governance initiatives have not effectively promoted transparency; and - external e-governance initiatives have similarly fallen short. Using a qualitative research design, including the use of both face-to-face interviews and online interview – web-based interviews and document analysis, to assess the effectiveness of e governance in Nigeria. The study found that internal e-governance initiatives, such as e-finance and eprocurement, have enhanced transparency and efficiency in Nigeria's public service, particularly in financial management and procurement systems. Similarly, external initiatives like eparticipation have promoted transparency through improved public information sharing and online collaboration, though traditional paper-based communication remains prevalent in some government sectors. Evidence from the study revealed that while e-governance has a high potential to improve transparency, issues such as insufficient digital infrastructure and inadequate training have hindered its full implementation. - ItemApplication of Quantitative Forecasting Models in a Manufacturing Industry(European Journal of Business and Management, 2017-07-23) Akeem Olanrewaju Salami Kyrian Kelechi Okpara Rahman Oladimeji MustaphaTime series forecasting analysis has become a major tool in different applications for the Manufacturing Company. Among the most effective approaches for analyzing time series data is ARIMA (Autoregressive Integrated Moving Average). In this study we used Box-Jenkins methodology to build ARIMA model for annual sales forecast for 7up Bottling Company Plc for the period from January 2010 to December 2015, given the available monthly sales data. After the model specification; the best model for production was ARIMA (1, 1, 1) and for utilization was ARIMA (0, 1, 1). A 12 months forecast have also been made to determine the expected amount of sales revenue in year 2016. The time plot reveals seasonal variation. It thus concludes that that there is increase in sales revenue of Company with time, hence these models can be adopted for sales, production, utilization and demand forecasting in Nigeria
- ItemAppraisal of e-Governance as a Mechanism for Promoting Efficiency in the Kwara State Public Service(Journal of Administrative Science, 2015) Aliyu, O. ADespite the undoubtful opportunities inherent in the adoption of e-governance initiatives in the world over, many government agencies are still reluctant in keying to this contemporary drive. This paper unravels (underscore) the significant impact of E-governance: (Information Communication Technologies ICT driven governance) on service delivery in the Kwara State Public Service. Both primary and secondary data were employed; secondary data were used to augment the primary data. The study adopted cluster sampling technique to select two ministries (two departments in each ministry) as a cluster. In all, forty questionnaires were returned out of fourth sixty questionnaires administered. The study affirms the contribution of ICT towards improving efficiency and effectiveness in government functioning, and the responsiveness of government to citizen’s demand. The E-governance initiative has engendered transparency and accountability in the conduct of government business, as a result of improved interface between government and citizens via the internet. This paper therefore recommends that E-governance initiatives should be embraced by all publicly-owned institutions and agency because of its capacity to reduce the cost of governance, facilitate efficiency, effectiveness and timely delivery of services.
- ItemArtificial Intelligence in Governance: A Path to Efficient Public Service Delivery in Nigeria(Abuja Journal of Administration & Management, 2024-09) 1Lawal Yusuf Birisan, & 2Adamu Rasheedat OyoruThe adoption of AI in governance has the potential to improve service delivery and fraud detection in Nigeria. The study assessed Artificial Intelligence in Governance: A path to efficient public service delivery in Nigeria. This study was entirely qualitative in nature; that relied on remote interview also called online interview – web-based interview. Secondary data corroborated the data generated from interview. The data generated from the aforementioned sources were thematically analysed. The study found that that the adoption of Artificial Intelligence in Governance has promoted on the speed of public service delivery in Nigerian agencies. Some of several ways where AI has promoted on the speed of public service delivery in Nigerian agencies include automation, predictive analytics etc. On objective II and proposition II, the study found that the adoption of Artificial Intelligence in Governance has promoted fraud detection in Nigerian agencies e.g. AI systems has helped in identifying patterns of fraudulent activity, such usual transaction patterns or data discrepancies. The study recommended among others the need to establish standards and protocols for the use of AI in government services that can help to ensure that AI systems are interoperated and integrated with existing systems and processes Finally, the study also recommended the need for the agencies to share data and information on fraudulent activities, allowing AI systems to learn from a larger pool of data and identify patterns more accurately.
- ItemAssessment of Effectiveness of Social Assistance Programs on Market Participation in Kwara State, Nigeria(Afropolitan Journals, 2023-06-30) S. B. Isiaka1 , Dr. Abu Zekeri2 , Dr. Rahman Mustapha2 and Monsur Jimoh2This paper examines the impact of social assistance programs on market participation in Kwara State, Nigeria. It examines the various social assistance initiatives implemented in the region and analyzes their effectiveness in promoting economic activities through market engagement. The study employed quantitative research methods, and primary data were obtained by means of a well-structured questionnaire. Analytical Techniques Descriptive statistics was used to describe the socioeconomic characteristics of the respondents. In analyzing the determinants of variables in the study area, regression analysis was adopted. The target population includes beneficiaries of social assistance programmes in Kwara State who were captured in the National Social Register for the poor and vulnerable. A multi-stage sampling technique was employed, and 110 beneficiaries were identified through the sampling. The findings revealed that social assistance programs play a vital role in enhancing market participation and fostering economic development in Kwara State. The study recommended that social assistance programmes be designed to address the specific needs and challenges faced by individuals and communities in Kwara State.
- ItemAssessment of Kwara State University (KWASU), Malete Community Services on The Development of Malete Community, Kwara State, Nigeria(Abuja Journal of Administration & Management, 2024-09) 1Adamu Rasheedat Oyoru, & 2Lawal Yusuf BirisanGlobally, Universities have three complementary missions (three cardinal objectives), namely teaching, research, and community development. Thus, the community engagement component of the University’s traditional three-track mandate disposes Universities towards Social Responsibilities. It is against this background that the study assessed the contribution of Kwara State University (Kwasu), Community Services on the development of Malete community. The study made use of questionnaire and Focus Group Discussion to obtain primary data necessary for the study. Secondary data was derived from relevant documents to complement the primary data. Quantitative data collected through questionnaire was analysed both descriptively and inferentially. The inferential statistical tool for the study is multiple regression technique with the help of Statistical package for Social Science (SPSS) version 25.0. On the other hand, the responses of Focus Group Discussion were thematically analyzed. The study found among others that KWASU’s healthcare services and educational services has positively contributed to the development of Malete community. However, the significance of this can be judged from the P value represented as “sig” and the t statistics. The study therefore recommended among others the need for the University community should ensure that the services (both health and educational services) are accessible and affordable for the local community. The study also recommends the need for the University management to create outreach programmes to educate the community about health and education issues.

It is a policy that affects the changes with unambiguously defined rural development goals. In Nigeria, governments at all levels considered rural development as a fundamental policy of bringing developmental projects to the rural areas in line with the yearnings and aspirations of the rural dwellers. In Kwara State specifically, successive governments made efforts to implement many projects through the Ilorin Agriculture Development Project (IADP) and Kwara State Agricultural Development Project (Kwara ADP) as part of the core strategies for achieving rural development policy in the state. However, the implementation of the core strategies was confronted with some constraints. It is in the light of this background that this paper seeks to broaden our knowledge through the evaluation of the core strategies of achieving rural development policy in Kwara State. Guided by a basic needs approach, qualitative data were purposely generated from the three (3) selected rural communities in the state. The research instruments consisted of Key Informant Interviews (KIIs) conducted. The data gathered from the interview was analyzed in line with the objectives of the paper. The paper recommends participatory planning involving all stakeholders in the implementation of the core strategies for achieving rural development policy in Kwara State.

The study employed quantitative research methods and primary data were obtained by means of a well-structured questionnaire. Analytical Techniques Descriptive statistics were used to describe the socio-economic characteristics of the respondents. In analyzing the determinants of variables in the study area, regression analysis was adopted. The target population includes beneficiaries of social care programs in Kwara State who were captured in National Social Register for the poor and vulnerable. A multi-stage sampling technique was employed and 150 beneficiaries were identified. The findings revealed that social assistance programs play a vital role in enhancing local consumption and fostering economic development in Kwara State. The study recommended that government should allocate adequate funding to the implementation of social care programs and ensure their long-term viability and effectiveness.
- ItemChallenges of the Commodity Market Associations at managing disputes among members and their implications for trading activities in Kwara State, Nigeria(2024-06-04) Saraki, Akeem Aderayo; Raji, ShittuThe Commodity Market Association (CMA); a pivotal body in regulating and ensuring smooth market operations, faces significant challenges in managing the disputes effectively among members leading to disruption of trading activities, strain relationships between members, and negative impact in the overall economic well-being of market participants. This study examined the challenges of the CMAs at managing disputes among members and their implications for trading activities in Kwara State, Nigeria. It specifically explored the sources of trade disputes among commodity market traders in Kwara State, examined the effects of trade disputes among members on trading activities, and identified the challenges of CMAs at managing disputes among members. The study employed a quantitative approach, and the survey was administered to members of selected Commodity Market Associations and other key stakeholders across the state. It also utilized secondary data sources to include relevant academic and research materials, books, journals, newspapers, archival materials, workshop and seminar papers, as well as sources from the Internet. Other methodology involved purposive sampling method in selecting two marketplaces in each of the senatorial district of the State to ensure representation across different commodity markets, while data analysis was conducted using descriptive statistics for the quantitative data. The study concluded that there are many sources of dispute among commodity traders with negative implications for the market traders in Kwara State while the management of such disputes by CMA are largely challenged by concerts of internal and external factors.
- ItemCommunity Policing and Human Security in Nigeria: A Study of Lagos State Neighbourhood Safety Corps (LNSC)(Journal of Administrative Science, 2020-12-29) Abdul Rauf Ambali1 & Akeem Ayanda ArabaThe need to examine the problem of crime that has become a recurring feature in all states in Nigeria necessitates this study. There is no doubt that community policing has been very effective in crime reduction and control in several countries including the US, Israel, UK, Canada, and Japan. The devastating impacts in the face of apparently soaring levels of crime and violence on Nigerian individuals and communities especially in Lagos and other states in Nigeria require quick action. The need for community policing is critical to identifying those who are planning to carry out acts of violence. The objectives of the study are to i) ascertain the extent to which Neighbourhood Safety Corps is equipped and empowered to provide security to Lagosian; ii) investigate whether the establishments of Neighbourhood Safety Corps have reduced the rate of crime rate and improve human security in Lagos State. The paper employs a primary and secondary source of collecting data. Descriptive statistics and correlational analysis were used to analysed data and test the null hypotheses at 0.05 levels of significance. The study adopts the Normative Sponsorship Theory for its analysis. The study reveals that the provision of adequate equipment to community personal enhances the security of lives and properties. More so, the creation of community policing to support the government apparatus reduced the crime rate in any society. Based on the findings of this paper, it was recommended that government should redouble its efforts in providing sophisticated weapons and ammunition to the community policing personnel and also should encourage the establishment of partnership policing to curb the crime rate.
- ItemCompensation Practices in the Nigerian Public Service: Analysis of Wage Differential(Journal of Administrative Science, 2019) Aliyu, O. AIn spite of global conventions, declarations, and other legal framework established to promote equity in compensation for work of equal value and to abolish discriminatory reward system in both public and private sector organizations, discriminatory compensation has remained unabated in Nigerian public service. Although, several attempt has been made to redress these anomalies but proved abortive. This study acknowledges the various theoretical arguments to justify pay disparity. The main thrust of this paper centers on examining the pattern of inter-sectorial wage structure. The study adopted secondary source of data where figures of salary structure were extracted from the quarterly report of National Salaries, Income, and Wages Commission; data collated were analyzed using coefficient of variation. This paper found a huge pay gap (i.e., highly discriminatory) wage structure which could obviously transcend to industrial disharmony, hence affect public service stability and effective performance. The study holds firm convictions that pay parity amongst categories of workers in workplace is sin qua non to harmonious working environment (quid pro quo). Therefore, the study recommends that pay equity remains a fundamental human right, most especially for worker whose job description, objective, and criteria for recruitment are similar, this is capable of bridging the inequality gap, promote mentorship, and stability, hence strengthened institutional capacity for better service delivery.
- ItemContemplating Security Challenges and Crime Control: A Reflective Analysis of the Amotekun Corps in the South-West Region of Nigeria(The Department of Political Science, Federal University of Kashere, Gombe State, Nigeria., 2024-05-20) Akeem Ayanda Araba & Yusuf Ibrahim AjaoGiven the escalating rates of criminal activities in Nigeria, conventional security agencies, particularly the police in their current structure, appear inadequate to effectively address issues such as kidnapping, robberies, farmland and crop destruction, and violent conflicts between farmers and herdsmen. Recognizing this reality, the governors of the South-west states of Nigeria initiated the Regional Security Network known as Amotekun. This study aims to i) assess the capabilities and empowerment of the Amotekun Corps in ensuring security in the South West Region, and ii) examine whether the establishment of the Amotekun Corps has contributed to a reduction in crime rates and an enhancement of human security in the region. The study employed a combination of quantitative and qualitative research methods, drawing data from both primary and secondary sources. Specifically, information was gathered from a major local government within the senatorial district. The study targeted the population of residents and Amotekun officers across Oyo, Ogun, and Ondo States. The Taro Yamane formula and simple percentage calculations were applied. The paper emphasizes the importance of adequately equipping security agencies for effective crime prevention. Furthermore, the study recommends that the federal government permit all states to establish their State Security Networks to supplement existing security agencies in safeguarding lives and property.

But the atrocities of corruption been perpetrated by the legislative arms have redefined the constitutional duties of the law-making bodies. This paper seeks to address the Corruption and Lawmaking in the Nigeria House of Representatives from 2007 to 2011. The paper discusses the synergy between political corruption and leadership. It also investigates the links between financial corruption and national development. The elite theoretical perspective is adopted for the study to determine the problem.

Ibrahim (Ph.D)The rising information of studies on the impact of COVID-19 is often discussed in the framework of developed countries, prominence a slit in the perceptive of how the pandemic is impacting developing countries. This theoretical explanation focuses on the impact of COVID-19 on good governance in Lagos State, Nigeria. The spread of the corona-virus worldwide created uncertainty and anxiety as the public and government agencies attempt to contain and combat the viral diseases. Despite the rises of the pandemic in Africa, some Nigerians believed that the pandemic is not real. False news and mistrust in the government makes the Nigerian thinks the pandemic is a hoax. The COVID-19 fraternities espoused the inefficiency and ineffectiveness of governance in Nigeria. The inability of Lagos State to mitigate the spread of the corona-virus within its own boarders has broader implication for the entire States in Nigeria; meanwhile, the virus threatens to exacerbate the country’s existing good governance challenges, which in turn makes pandemic response more difficult to curb.
