- ItemIssues and Trends in the Provision of Public Library Services in Nigeria: A Literature Survey(Journal of Balkan Libraries Union, 2014) Abdulsalam Abiodun Salman; B. Janneke Mostert; Tinashe MugwisiThe philosophy, orientation and nature of public library are routed in the responsibility of disseminating diverse and current information services to the members of its community. Waller and Mcshare (2008) posit two major challenges in the provision and use of public library services which are; lack of obtaining a thorough understanding of the nature of the environment which bothers majorly on information provision and use; and the development of policy frameworks that clarifies institutions goals and brings coherence to diverse and sometimes conflicting policy demands. This paper looks at issues and trends concerning some of the challenges bedeviling the provision and utilisation of public library services in Nigeria such as in-appropriate policies, lack of sufficient professionals, inadequate facilities and services and lack of awareness and proper understanding of the concept of public library services which led to non-use of the available services by potential users. Yield shift theory of satisfaction phenomena was used to explain the satisfaction phenomenon of public library services by users. Identified challenges were discussed and recommendations made towards developing a framework for improved public library services in Nigeria.

- ItemAccess to and use of public library services in Nigeria(http://sajlis.journals.ac.za doi:10.7553/83-1-1639, 2017) Abdulsalam Abiodun Salman1; Tinashe Mugwisi; Bertha Jantine MostertThe study investigated the factors hampering access to and use of public library (urban and rural) services in Nigeria. Both quantitative and qualitative research methods were employed through the administration of a questionnaire to users in both urban and rural public libraries in Nigeria and conducting interviews with the public librarians. The objectives of the study centred on identifying awareness and utilisation of library services, including utilisation patterns. The study also sought to investigate levels of satisfaction among users as well as make recommendations for improved service delivery. The population was the registered public library user group from which 394 users were randomly sampled from twelve purposively selected libraries – two from each of the six regions. The respondents were mainly an educated male user group representing a wide variety of occupations. Awareness of services was restricted to a few services, and accessibility to the major library services was found to be a challenge to many. Utilisation patterns indicated infrequent use of only a few services, and very low satisfaction with what is being offered. Challenges identified included unawareness of services, too few copies of materials and lack of information literacy skills. Recommendations included the enhancement of community participation in decision-making concerning services, that relevant and enough materials be supplied, and that effective marketing be employed to improve access and to promote services among users and potential users.

- ItemThe governance and management of public library services in Nigeria(Emerald Insight, 2018) Janneke Mostert; Abdulsalam A. SalmanPurpose – The purpose of this paper is to explore the managerial and governance issues that impact on service delivery in public libraries in Nigeria. Within many countries this seems to be a challenge often resulting in an ineffective service delivery resulting in underutilisation thereof. This study was conducted among administrators and managers of public libraries in Nigeria to establish the current status quo concerning governance and management issues impacting on service delivery. Design/methodology/approach – A qualitative study using interviews was used to illicit data from three permanent secretaries, six public library directors, and six heads of rural community libraries, purposively selected for the study. Findings – The findings show that variables such as relevant academic qualifications, years of experience, and designation of the administrators and managers of public libraries affect service delivery. A huge dependency on government bodies for decision making and funding was established. Impediments to good management of the libraries were found to be inadequate funding; lack of involvement of stakeholders in public library administration; and inappropriate public library legislation. Practical implications – The study recommends the promulgation of a public library-specific act in order to regulate the administration and management of this public unit, involve stakeholders in public library administration, as well as the provision of alternative forms of funding in order to alleviate the dependence on governmental budgets. Originality/value – With very little research available on these issues in Nigeria, this paper will create awareness among all stakeholders of specific governance and managerial issues impacting on effective service delivery to public library users so that it can be addressed. - ItemHeavy Metal Uptake Responses in Plants Grown on Crude Oil-Polluted Soils as Prospects for Phytoremediation(African Journal of Applied Sciience and Environmental Management, 2020-07-06) OLAWEPO, GK; 1OGUNKUNLE, CO; 1FATOBA, PO; 1ANIMASAUN, DA; 2BENUWABOR, PO; 3DANZAKI, MMThe demand and utilization of petroleum products have re-energized its exploration and exploitation globally and this upsurge in world production, refining and distribution of petroleum products have brought with it various problems of environmental pollution, which have effects on the ecosystems. Twenty (24) polyethylene pots each containing 7 kg of sandy loam soil mixed with 50 ml of crude oil, were arranged in the Botanical garden of the University of Ilorin, Nigeria, to assess their ability to phytoextract heavy metals in Crude oil-polluted soil. Seeds of Amaranthus hybridus L., Tithonia diversifolia, Abelmoschus esculentus L. and Zea mays were sown in polyethylene containers containing 7 kg of contaminated or Control soil. The containers were arranged in a complete randomized design. Plants were left to grow for two months with regular watering. Plants were harvested, separated into roots and shoots and oven-dried to constant weight. The experimental plants have been able to reduce the concentration of Cu in both soils by about 45% to 85%, Cr in the soil by 92.08% to 96.72%, as the residual concentration varied between 66.00 mg/kg and 99.00 mg/kg, Cd in the soil was reduced to 4.00 mg/kg and 17 mg/kg which represented 96.8% and 86.4% reduction. Tithonia had the highest Pb reduction in crude oilpolluted soil. Ni concentration was reduced by 85.84% by Tithonia planted in crude oil-polluted soil, 94.59% by Amaranthus hybridus planted in Control soil. These show that all the test plants were good phytoextractors of the metals.
