Abstract
This paper examined the effect of human capital development on quality of education in Oyo State owned Polytechnics. Developing and sustaining the various sectors of the economy, countries must enrich its manpower planning of its human and material resources. This study seeks to look into the impact of human capital development on quality of education in Oyo State owned Polytechnics. The study focused on two specific questions that were answered thus; to examine the impact of staff training and development programs on quality of education in Oyo state owned polytechnics and to investigate the impact of succession planning on quality of education in Oyo state owned Polytechnics. Qualitative and quantitative methods were used in the study. Data were collected through self-administered and structured questionnaire. About 288 copies of questionnaire were distributed to the selected institutions. Analysis of variance (ANOVA) was used to aid in the test of hypotheses. The result shows that, human capital development has significant impact on quality of education in Oyo state owned polytechnics. In conclusion, government should make provision for the employees to attend regular trainings apart from the one set aside by the tertiary education trust fund (TETFUND). It should also make use of succession planning to ensure continuity of manpower confidence in the administration of their statutory responsibilities.
