Salawu; Abdullahi Alabi; Rashida Adamu OyoruTransfer of State-Owned Enterprises (SOEs) to private hands is a public management at strategy that has gained considerable followership in the 21century governance. Divergent views have been advanced about privatization's inherent ability to boost efficiency and reduce wasteful psyche of SOEs. Nigeria's tortuous privatisation of the state-owned telecommunications outfit (NITEL) and its subsidiaries which recently culminated in the transfer to the NATCOM consortium after over a decade of convoluted attempts leave much to be desired. This spate of unsuccessful takeovers has thrown up the issue of professional competence in the privatisation process. This paper is an attempt at interrogating factors behind the apparent inability to stick to a reasonable turnaround—time to forestall inevitable loss of value of NITEL. It also questions its capacity to skillfully deliver taking into cognisance the need to operate with some level of. independence /Autonomy. This is in addition to criticisms of non-performance of about eighty percent of enterprises privatized by the BPE. To achieve these objectives, the paper quantatively affirms a hypothesized notion about the relationship between Autonomy and Capacity to deliver on NITEL's privatisation. As the new owners of NITEL takes over, the paper makes recommendations targeted at fine tuning the process in the area of Autonomy and Capacity issues to avert any further “reverse waves”. The mixed method approach is adopted in this paper. The quantitative section has relied on the Statistical Packages for Social Sciences (SPSS) version 20.0 to process the responses to information provided via questionnaires and interviews elicited from within the top brass of the BPE and a broad spectrum of other stakeholders. The Spearman's rho was used to show relationship between the variable of Autonomy and Capacity. The qualitative part used the reflective narrative method of analysis to complement the primary data.
- ItemTHE IMPACT OF DEMOCRATIC GOVERNANCE ON SERVICE DELIVERY IN IFELODUN LOCAL GOVERNMENT AREA OF KWARA STATE, NIGERIA(Department of Political Science, Benue State University Makurdi, Benue State, 2022) Rashida Adamu Oyoru; Abdullahi Alabi; Ibrahim O. SalawuThis study examined the impacts of democratic governance on service delivery in Ifelodun Local Government Area of Kwara State, Nigeria. The study aimed to evaluate the extent to which democratic governance provides primary education and primary healthcare services to the people at the grassroots level, and the impacts of such services on the lives of the people. The study used survey research design and adopted questionnaire as instrument of data collection. The study found out that democratic governance has a positive impact on service delivery, particularly in the area of primary education but has' no significant effect on primary healthcare delivery in Ifelodun Local Government Area of Kwara State. The study recommended among other things that there is a need to improve the quality of laboratory services provided at healthcare facilities in Ifelodun Local Government Area. This can be achieved by providing necessary training to laboratory officials and ensuring that they are adequately equipped to perform their duties effectively.

- ItemVOTERS’ BEHAVIOUR AND THE INFLUENCE OF TRADITIONAL RULERS IN NIGERIA’S 2023 GENERAL ELECTIONS: A STUDY OF BARUTEN LOCAL GOVERNMENT AREA OF KWARA STATE(ILORIN JOURNAL OF ADMINISTRATION AND DEVELOPMENT (IJAD), DEPARTMENT OF PUBLIC ADMINISTRATION, UNIVERSITY OF ILORIN, NIGERIA., 2023-09-25) Abdullahi Alabi; AbdulRasheed Hamza Bamidele; Idris Mohammed NurudeenNigeria has held elections in a variety of settings since her independence in 1960, and it aspires to improve on previous elections and the campaigning process. The selection and development of candidates for office are significantly influenced by traditional leaders and their followers. During election campaigns, political candidates go to the palaces of traditional monarchs to ask for their approval and support. This happens in various parts of Nigeria during elections for state and local offices as well as the presidency, when candidates visit first-class traditional rulers in all 36 states of the nation as their first stop before launching their campaigns in those states. This has now become the norm in Nigeria's modern politics. The study examines the impact of traditional rulership institutions on the behaviour of voters in Baruten Local Government in the 2023 general elections in Kwara State. It aims to determine the extent to which traditional rulers influence the choice of electorates in the Baruten Local Government area of Kwara State. To achieve the main objective, the research used mixed methods (quantitative and qualitative) and data were generated from primary and secondary sources. The population size of this work covered the four main districts in the local government namely, Gwanara, Ilesha-baruba, Okuta, and Yashikira respectively. In selecting the sampling size for this study, the Taro Yamane formula was adopted. According to the study's results, 87% of participants voted during the 2023 elections; additionally, research showed that traditional monarchs have a momentous impact on their citizens. The study concluded that traditional rulers enjoy a high level of respect and credibility among their subjects and can mobilize their subjects to vote for a certain political candidate.
