Abstract
The creation of local government anywhere in the world stems from
the need to facilitate development at the grassroots (mostly rural
areas). However, Representation by the local leaders in Baruten Local
Government, Kwara State is so poor that a representative strives to
make him/herself happy at the detriment of the populace. In the same
vein, non-involvement (participation) of the Local people in decision
making has been reported to be one of the hindering factors to rural
development in Baruten Local Government, Kwara State. It is against
these stated problems that the study is out to assess the effects
grassroots’ democracy in rural development in Baruten Local
Government, Kwara State. The study adopted questionnaire, and
interviews to generate primary data necessary for the study.
Secondary data was derived from relevant documents to complement
the primary data. Quantitative data collected through questionnaire
was analyzed both descriptively and inferentially. The inferential
statistical tool for the study is multiple regression technique of
analysis with the help of (SPSS) version 25.0. On the other hand, the
responses of face-to-face interview were thematically analyzed. From
the
data
collected
and
analyzed,
the
study found that
representativeness of local leaders with 0.606 coefficient has
significantly
affected rural development in Baruten Local
Government; in the same vein, the study found that grassroots’
participation with 0.149 coefficient has significantly affected rural
development in Baruten Local Government. However, the
significance of this can be judged from the P value represented as
“sig”. The study therefore, recommended among others that all efforts
must be directed at ensuring that elections continue to be conducted
in a free and fair atmosphere in order to boost representative
leadership. In respect to grassroots’ participation, more ways should
be paved for easy mobilization of the general masses at the grassroots
who by their new-found intellectual education and level of awareness
are now willing to contribute to the socio-political and economic
development of their environment.
