Danjuma (2018)The fundamental justification for the existence of local government globally entails the provision of essential goods and services that are local in nature for communities within a defined geographical territory, irrespective of caste, creed or socio-economic background. But, in spite of the huge financial resources disbursed to local government from the federation account and the strategic positions of local government in terms of local community service delivery, the performance of local government since Nigeria return to democratic system of governance remain scanty and characterized by abysmal performance. The paper unravels the extent to which the legal framework (State-joint accounting System “section 162: b”) established for managing financial resource accruable to local government has been manipulated by State government, and hence thwarted effective and efficient local service delivery. The study adopts cluster sampling techniques, where a total number of 120 questionnaires were distributed and 105 returned. Data collected were presented and analyzed using SPSS software package. The study found that since Nigeria return to democratic system of governance, the State government has consistently abused the power to manage finances accruable to local government through the State joint-accounting System. The study also reveals that operation of State-joint account has hampered service delivery capacity of Local government. This paper, therefore submits that to actualize the rationale behind local government creation in Nigeria, the state-joint system should be abolished through constitutional amendment.
