dc.description.abstractAbstract There were many educational reforms in Nigeria with a view to improving the quality of education with particular reference to Unified Tertiary Matriculation Examination (UTME). However, the concern is that despite various reforms by the federal government in Nigerian higher education, there has not been considerable improvement in the quality and standard of education in Nigeria. The main objective of this paper is therefore to critically examine cultural values of the society as they affect the reforms of the government and how they hinder the implementation of such policies. Using qualitative method, Kwara State University as a case study and adopting reflexivity, and interview, a total of twenty two respondents were interviewed from the University and Malete, the university host. It was discovered that government plans and programmes failed to take into cognisance organisational values and hence crises continue to erupt, leading to further or continuous change in educational policies and programmes. It was also found that implementations of policies became difficult because of different organisational values and cultures in Nigerian higher institutions.
