    ASSESSMENT OF THE ROLE OF POLICY MAKING AND IMPLEMENTATION ON DEVELOPMENT IN ZARIA LOCAL GOVERNMENT

    Public policy is an attempt by government to address a public issue by instituting laws, making decisions, or actions pertinent to the problem at hand. The study assessed the role of policy making and implementation (i.e. as major stages in the policy process) to development in Zaria Local Government, Kaduna State. The target population of the study comprised key staff with insight knowledge of policy making and implementation as it affected the development of the people including Local Government Chairman, Vice Chairman, Secretary, Head of planning, research and statistics Unit, Head of Community Development Unit. The information from interview section was corroborated by secondary data from relevant documents e.g. the project implementation manual (2016-2020). The data generated from the interviewees were thematically analysed. Two propositions were made for the study: Problem identification during policy making is a bold step to enhancing the wellbeing of the citizens in Zaria Local Government, Kaduna State; and bureaucratic discretion is prerequisite to effective policy implementation thereby enhancing the wellbeing of the citizens in Zaria Local Government, Kaduna State. It was concluded after critical analysis of data that no scientific method of selecting relevant deficiencies of the current situation (situation analysis) in Zaria Local Government and that bureaucratic discretion over policy implementation in Zaria Local government is just camouflage as the administrative category (who are the bureaucrats) of the respondents asserted they do not have full power over policies’ implementation. The study recommended among others the need for Zaria Local Government to as a matter of urgency put problem analysis of any situation a priority before making a policy as that will bring out the priority problems and aspirations of the people for the executives of Zaria Local Government to as a matter of fact give discretion to the bureaucracy to implement public policies. They are in the right place to make proper policy/project implementation.

    EFFECTS OF ELECTORAL VIOLENCE ON DEMOCRATIC CONSOLIDATION IN NIGERIA WITH SPECIFIC FOCUS ON 2011, 2015 AND 2019 GENERAL ELECTIONS IN NIGERIA

    The place of free, fair and credible election in the sustenance of democracy most importantly in a democratic society cannot be overemphasized. This is because, it not only offers a government a unique opportunity for legitimacy, but also serves as a transitory process in stable democracies. The main objective of the study is to examine the effects of electoral violence on democratic consolidation in Nigeria with specific focus on 2011, 2015 and 2019 general elections in Nigeria, The Frustration Aggression theory will be adopted, the study adopted a descriptive survey design, and a self-structured questionnaire was developed to gather data from 78 respondents. The study's findings indicated that; the respondents agreed that all variables selected in the study are causal factors of electoral violence in Nigeria. It is also found that electoral violence does have bad implications on democratic consolidation. The suggested ways to prevent electoral violence and consolidate democracy in Nigeria are the bill for the establishment of Electoral Offences Commission should be passed without delay. Nigeria must improve on its existing security apparatuses in order to combat the dynamic and sophisticated 21st century security among others.

    IMPACT OF CORONA-VIRUS ON THE NIGERIAN PUBLIC SECTOR; A CASE STUDY OF THE KWARA STATE CIVIL SERVICE

    he study assessed critically the effect of the Coronavirus pandemic on public sector, the broad objective of the study is to evaluate the effect of Coronavirus on the activities of Kwara State Civil Servants. Specifically, the study seeks to examine the effect of Coronavirus on Kwara State Civil Service, questionnaires also seek to capture the concerns and expectations of public sector workers in dealing with the pandemic, and to glean suggestions on how best to manage the situation. the researcher used a purposive sampling to choose the sample for the study. Its implications for the future of work was also assessed and recommendation such as restructuring of the civil service, overhauling the social investment program, and development of realistic fiscal plan were suggested as solution towards tackling any future expected threat such like the pandemic.

    NIGERIAN LOCAL GOVERNMENT ADMINISTRATION: A COMPARATIVE ANALYSIS OF THE THIRD AND FOURTH REPUBLICS

    Abstract Local governments are not independent unlike nation-states, which derives their existence and powers from the law enacted by a higher government. While they are constitutionally provided for as a third tier and independent level of government, like the other two; the Federal and State Governments in Nigeria. Local government in Nigeria is rooted on historical antecedents of reforms. The 1976 Local Government Reform in Nigeria and the subsequent one that followed were geared towards making local governments, the bedrock for socio-economic and political development. Somehow, the 1999 constitution of the fourth republic seems to have overridden the gains and aspirations of this tier of government, this assertion can be verified by looking at how the 1999 constitution undermined the autonomy and aspiration as well as the efficacy of grassroots governance, unlike the 1989 constitution of the third republic that gives more power to local governments. The major findings were that each reform measure was necessitated by the short-comings inherent in the preceding system; some of the reforms were far reaching and had positive impacts, while others were cosmetic in nature and mainly for political expediency. The paper recommends among other things the strengthening of local governments in the country, through granting of considerable autonomy, especially financial, political as well as administrative. Finally, the paper concludes that since the local government today remains the key institution in local governance, there is a need for another constitutional arrangement or reform in order to ensure autonomy of local governments politically and financially.
