- ItemAN ASSESSMENT OF FACTORS RESPONSIBLE FOR LOW VOTER TURNOUT IN NIGERIA: A LITERATURE REVIEW(Department of Political Science, Faculty of Social Sciences, Federal University of Kashere, Gombe State, Nigeria. Kashere Journal of Politics and International Relations, 2023-06-15) Rashida Adamu OyoruNigeria gained independence in 1960 but became full-fledged democracy in 1999 after several years of military intervention in the political sphere of the country. The first republic was between 1960-1966 followed by the second republic which took place between 1979-1983; the third republic was later established in 1993 following a presidential election that was largely regarded as free and fair but was later nullified by General Ibrahim Babangida which prevented the president-elect, Moshood Abiola, from assuming office. The need to involve citizens in the business of governance is one of the reasons that inform the modern democratic thinking. There has been steady decline in voter turnout since 2003 general election to the 2019 presidential election in Nigeria. The major objective of this study is to review literature on the factors responsible for voter turnout in Nigeria. To achieve the aim of this study, the study adopted content analysis of secondary data and relied on secondary data as source of data for the study. The study concluded that the main causes of low voter turnout in Nigerian elections include but not limited to the following; the failure of elected officials to fulfill their campaign promises, poor civic education among other things. The study recommended among other things that the Independent National Electoral Commission (INEC) should be impartial and free of political influence by refusing to associate with any political party before, during and after the election.

The objective of the study is to review literature on how gender discrimination in workplace has influenced the performance of women in their workplace. The methodology adopted in this study is purely secondary data and content analysis was adopted to achieve the objective of the study. The study concluded that organization's success is largely influenced by a variety of elements, with the company's human resources ranking among the most important and that it is crucial that employers take good care of their staff members so they may give their all and work diligently to achieve the organization's goals. It was revealed that as long as employees feel as though their fundamental rights are being violated, gender discrimination will continue to be a problem that prevents them from reaching their full potential. The study recommended that it is important to regularly review anti-discrimination policies to determine how effective they are in actual use. This should be ensured in both private and public organizations, with a concentration on the former, to make sure that all enterprises are successfully executing the constitution's policies while being closely supervised.

- ItemAN OVERVIEW OF LEGISLATIVE OVERSIGHT FUNCTION AND SEPARATION OF POWERS IN A DEMOCRATIC SYSTEM: THE NIGERIAN EXPERIENCE(Department of Public Administration, Federal University Wukari, Taraba State, Nigeria, 2023-02-13) Rashida Adamu OyoruThe study assessed the oversight function of the legislature in Nigerian democratic setting. The main objective of the study is to find out the contribution of oversight function of the legislature in Nigeria. There have been reported cases of legislature using their oversight function to witch-hunt political opponents rather than using such power to strengthen Nigeria fragile democracy. The study relied on secondary source of data and adopted content analysis of data. The study concluded that the oversight function of the legislative arm of government is not effective especially as it relates to supervision of project where some members of the National Assembly now use as an avenue to witch hunt their political opponent. The study recommended among other things that the management of the National Assembly should consider providing the legislators with adequate capacity training and reorienting them toward effective performance as opposed to the ceremonial trainings that were provided to them at the start of the first session and which hardly provided them with sufficient knowledge about bill processing, budget scrutiny, oversight function among other legislative duties.
- ItemANALYSING DIGITAL TECHNOLOGIES (E-GOVERNANCE INITIATIVE) AS A TOOL FOR PROMOTING TRANSPARENT GOVERNANCE IN NIGERIA(Department of Public Administration, University of Abuja, 2024-09-13) Ashiru Olayemi Aliyu; Lawal Yusuf Birisan; Rashida Adamu OyoruThe primary responsibility of every government either in developing or developed countries entails the delivery of essential services to the citizenry efficiently and transparently. This is no doubt aligned with the democratic ideals of every modern State. Conversely, the advent of e-governance, driven by rapid advancements in Information and Communication Technology (ICT), has emerged to transform traditional governance practices, promoting transparency and accountability. However, despite the benefits inherent in e-governance initiatives in Nigeria, a gap persists between their potential benefits and actual outcomes. There is a low level of adoption and effectiveness of these initiatives due to challenges such as low digital literacy among government officials and citizens. The main thrust of this study centres around the assessment of the role of internal e-governance initiatives in promoting transparent governance in Nigeria. More so, the article examined the relevance of external e-governance initiatives in fostering transparency. The study’s propositions are formulated thus: internal e-governance initiatives have not effectively promoted transparency; and - external e-governance initiatives have similarly fallen short. Using a qualitative research design, including the use of both face-to-face interviews and online interview – web-based interviews and document analysis, to assess the effectiveness of e-governance in Nigeria. The study found that internal e-governance initiatives, such as e-finance and e-procurement, have enhanced transparency and efficiency in Nigeria's public service, particularly in financial management and procurement systems. Similarly, external initiatives like e-participation have promoted transparency through improved public information sharing and online collaboration, though traditional paper-based communication remains prevalent in some government sectors. Evidence from the study revealed that while e-governance has a high potential to improve transparency, issues such as insufficient digital infrastructure and inadequate training have hindered its full implementation. The study recommends investing in digital literacy, enhancing ICT infrastructure, and fostering public awareness to maximize the benefits of e-governance and achieve transparent governance in Nigeria.
- ItemARTIFICIAL INTELLIGENCE IN GOVERNANCE: A PATH TO EFFICIENT PUBLIC SERVICE DELIVERY IN NIGERIA(Department of Public Administration, University of Abuja, 2024-09-19) Lawal Yusuf Birisan; Rashida Adamu OyoruThe adoption of AI in governance has the potential to improve service delivery and fraud detection in Nigeria. The study assessed Artificial Intelligence in Governance: A path to efficient public service delivery in Nigeria. This study was entirely qualitative in nature; that relied on remote interview also called online interview – web-based interview. Secondary data corroborated the data generated from interview. The data generated from the aforementioned sources were thematically analysed. The study found that that the adoption of Artificial Intelligence in Governance has promoted on the speed of public service delivery in Nigerian agencies. Some of several ways where AI has promoted on the speed of public service delivery in Nigerian agencies include automation, predictive analytics etc. On objective II and proposition II, the study found that the adoption of Artificial Intelligence in Governance has promoted fraud detection in Nigerian agencies e.g., AI systems has helped in identifying patterns of fraudulent activity, such usual transaction patterns or data discrepancies. The study recommended among others the need to establish standards and protocols for the use of AI in government services that can help to ensure that AI systems are interoperated and integrated with existing systems and processes Finally, the study also recommended the need for the agencies to share data and information on fraudulent activities, allowing AI systems to learn from a larger pool of data and identify patterns more accurately.
- ItemASSESSMENT OF KWARA STATE UNIVERSITY (KWASU), MALETE COMMUNITY SERVICES ON THE DEVELOPMENT OF MALETE COMMUNITY, KWARA STATE, NIGERIA(Department of Public Administration, University of Abuja, 2024-09-17) Rashida Adamu Oyoru; Lawal Yusuf BirisanGlobally, Universities have three complementary missions (three cardinal objectives), namely teaching, research, and community development. Thus, the community engagement component of the University’s traditional three-track mandate disposes Universities towards Social Responsibilities. It is against this background that the study assessed the contribution of Kwara State University (Kwasu), Community Services on the development of Malete community. The study made use of questionnaire and Focus Group Discussion to obtain primary data necessary for the study. Secondary data was derived from relevant documents to complement the primary data. Quantitative data collected through questionnaire was analysed both descriptively and inferentially. The inferential statistical tool for the study is multiple regression technique with the help of Statistical package for Social Science (SPSS) version 25.0. On the other hand, the responses of Focus Group Discussion were thematically analyzed. The study found among others that KWASU’s healthcare services and educational services has positively contributed to the development of Malete community. However, the significance of this can be judged from the P value represented as “sig” and the t statistics. The study therefore recommended among others the need for the University community should ensure that the services (both health and educational services) are accessible and affordable for the local community. The study also recommends the need for the University management to create outreach programmes to educate the community about health and education issues.
- ItemASSESSMENT OF THE FACTORS FOR LOW POLITICAL PARTICIPATION IN POLITICS OF WOMEN IN SELECTED LOCAL GOVERNMENTS OF KWARA STATE, NIGERIA(ProQuest LLC 13428044, 2019) Rashida Adamu OyoruThis study has investigated the factors responsible for low participation of women in political process in Nigeria, particularly in Offa, Baruten and Ilorin West Local Government Areas of Kwara State under the new dispensation of a democratic Government since 1999-2015. Thus, despite global campaign for gender equality, women’s political representation in the country has failed to achieve the critical mass of 30% women’s representation in the country’s parliament. The global average representation of women in national politics is 10%; but in Nigeria, the figure has hardly ever been more than 4.8%.The following are the three objectives that the research work addressed (1) the examination of the impact of socio-cultural and economic influence on women political participation. (2) an examination on the role of Nigerian political parties on women political participation, and lastly (3)the level of improvement of women political participation since 1999 to date, being a period of democratic dispensation .To achieve the said objectives the study adopted both qualitative and quantitative methodological approaches . However, the findings of the study revealed that, most women in the selected local governments do not see themselves capable enough to hold political positions as a result of low self-esteem, lack of courage, zeal and inferiority complex. The study also found out that, the notion of the society about women politicians also contributes to low women political participation. As the society generally regard women politicians as irresponsible. Also the study revealed that, finance is another fundamental factor contributing to the low women political participation because, the political terrain of Nigeria is structured into money politics, that even the fellow women cannot support women political aspirants without money. Lastly, the research also found out that, most political parties in Nigeria only use the women as agents of mobilization and dump them after the election without adequate compensation. The study, thereafter, recommended that, there is need for the government to initiate plans, programmes in both public and private spheres for the re-orientation and reformation of customary and religious institutions to give women courage and more support. Not only that, government should ensure that the political environments is sanitized by curbing the culture of electoral violence and the use of thugs to make it conducive for women. Also support and courage should be given to women by political parties and gatekeepers within the parties should operate internal democracies so as to select women as candidates and flag bearers for elections. And INEC should also compel political parties to act in line with the requirements of the 35percent affirmative action for women.

The paper looked at the new public management as a reform carried out by government to rigged the public service of Nigeria the data for the research were generated through secondary source. The paper found out that there is lack of expertise to make NPM successful. Also, with high level of corruption in the country NPM doctrine of decentralization can actually lead to arbitrary action and corruption. It is concluded that new public management is a good reform that can bring efficiency and effectiveness to Nigeria public service if only the necessary precondition menus are met.

The study assessed the role of policy making and implementation (i.e. as major stages in the policy process) to development in Zaria Local Government, Kaduna State. The target population of the study comprised key staff with insight knowledge of policy making and implementation as it affected the development of the people including Local Government Chairman, Vice Chairman, Secretary, Head of planning, research and statistics Unit, Head of Community Development Unit. The information from interview section was corroborated by secondary data from relevant documents e.g. the project implementation manual (2016-2020). The data generated from the interviewees were thematically analysed. Two propositions were made for the study: Problem identification during policy making is a bold step to enhancing the wellbeing of the citizens in Zaria Local Government, Kaduna State; and bureaucratic discretion is prerequisite to effective policy implementation thereby enhancing the wellbeing of the citizens in Zaria Local Government, Kaduna State. It was concluded after critical analysis of data that no scientific method of selecting relevant deficiencies of the current situation (situation analysis) in Zaria Local Government and that bureaucratic discretion over policy implementation in Zaria Local government is just camouflage as the administrative category (who are the bureaucrats) of the respondents asserted they do not have full power over policies’ implementation. The study recommended among others the need for Zaria Local Government to as a matter of urgency put problem analysis of any situation a priority before making a policy as that will bring out the priority problems and aspirations of the people for the executives of Zaria Local Government to as a matter of fact give discretion to the bureaucracy to implement public policies. They are in the right place to make proper policy/project implementation.

This study focused on women participation politics in Nigeria, particularly in Offa, Baruten and Ilorin West Local Government Areas of Kwara State. The time frame for this study is between 1999 to 2015 when the country returned to democratic government and the rule of law is enshrined in the constitution. Thus, despite global campaign for gender equality, women's political representation in the country has failed to achieve the critical mass of 30% women's representation in the country's parliament. The global average representation of women in national politics is 10%; in Nigeria, the figure has hardly ever been more than 4.8%. The research objective is to examine the role and level of women participation in politics since 1999 to 2015. To achieve the stated objective the study adopts both qualitative and quantitative methods of data analysis. The authors found out that illiteracy among women affected their active political participation. We also found out that there is no improvement in women participation in Offa, Baruten and Ilorin west local government. The study thereafter recommended that, there is an urgent need to promote girl child education in Nigeria in order to curb the level of illiteracy among the females. Also, Governments should domesticate, incorporate and implement CEDAW (Convention on the Elimination of all Forms of Discrimination against Women) policies and programmes that were signed and ratified in June 13, 1985; as it would advance gender equality, including in leadership positions, giving women full and equal share in economic, social, cultural and political decision-making.

This is because, it not only offers a government a unique opportunity for legitimacy, but also serves as a transitory process in stable democracies. The main objective of the study is to examine the effects of electoral violence on democratic consolidation in Nigeria with specific focus on 2011, 2015 and 2019 general elections in Nigeria, The Frustration Aggression theory will be adopted, the study adopted a descriptive survey design, and a self-structured questionnaire was developed to gather data from 78 respondents. The study's findings indicated that; the respondents agreed that all variables selected in the study are causal factors of electoral violence in Nigeria. It is also found that electoral violence does have bad implications on democratic consolidation. The suggested ways to prevent electoral violence and consolidate democracy in Nigeria are the bill for the establishment of Electoral Offences Commission should be passed without delay. Nigeria must improve on its existing security apparatuses in order to combat the dynamic and sophisticated 21st century security among others.

It is against this background that the study assessed the effects of participatory approach on project management in Ilesha-Baruba Community, Baruten Local Government of Kwara State. The study made use of questionnaire and interviews to obtain primary data necessary for the study. Secondary data was derived from relevant documents to complement the primary data. Quantitative data collected through questionnaire was analysed both descriptively and inferentially. The inferential statistical tool for the study is multiple regression analysis with the help of (SPSS) version 23.0. On the other hand, the responses of face-to-face interview were thematically analyzed. The study found out among others that increase in Participatory -planning on would lead to project management. However, the significance of this can be judged from the P value represented as “sig”. The t statistics of “Participatory - planning” stood at 27.385 with a p-value of 0.000. The study also found that increase in Participatory implementation would also lead to project management. The study recommends among others the need for projects management team to ensure more adequate community consultation on needs analysis and that the initial participatory community planning before the commencement of the project should be anchored.
- ItemEFFECTS OF SOCIO-CULTURAL FACTORS ON GIRL-CHILD EDUCATION IN NORTHERN NIGERIA: AN EMPIRICAL ANALYSIS(Faculty of Management and Social Sciences, KWASU, 2023-06-15) Rashida Adamu OyoruThis study examined the social and cultural factors that impact the educational experiences of women in Northern Nigeria. Recent declarations and resolutions have heightened the focus on promoting greater female involvement in education. The region is experiencing a significant decrease in the quality of education, along with difficulties in getting girls to enrol, stay in school, and successfully complete senior secondary education. The main aim of the study was to assess the socio-cultural elements that impact the education of girls in Northern Nigeria. The functionalist theory was utilized as the selected theoretical framework, presenting a systematic technique to examine and comprehend the societal factors that influence the educational environment for young girls. It also provided valuable perspectives on possible avenues for enhancement. The study used a survey research methodology and employed structured questionnaires as the main technique to collect data from chosen participants. Multiple regression analysis was used to examine the hypotheses in the study. Research results emphasised that early marriage greatly hinders the education of girls in Northern Nigeria. The study suggests implementing steps to dissuade early marriages based on its findings. One suggested method is to have the child rights bill approved in all 36 states of the federation, as well as in the Federal Capital Territory. It is recommended that the government utilise legal measures to bring charges against those who promote gender discrimination in girls' education, regardless of their social standing or power.

Simon; Otohinoyi Samuel; Rashida Adamu OyoruThe Nigerian state is heterogeneous both in character and content. Every effort to manage this diversity has so far not yielded desired result. This paper examines the Federal Character Principle as one of the instruments intended to manage our obvious diversity such that no part of the country is marginalized or feels marginalized or sidelined. The paper observed that the Federal Character Principle have not achieved its set objectives, which is national unity and loyalty. It draws from secondary sources and discovered that there are factors that make equitable distribution of public appointments difficult which is beyond the powers of the federal character commission. The major argument of this paper is that if the Federal Character Commission as an organization expected to enforce this principle is not restructured and given more power to sanction individuals and organizations that are found of circumventing the relevant guidelines in this regards, the hope of national unity and loyalty will continue to be a mirage. It concludes that national unity is necessary for the attainment of any sustainable development effort.
- ItemFROM NITEL TO NTEL: UNDERSTANDING AUTONOMY AND CAPACITY ISSUES IN NIGERIA'S TELECOMMUNICATIONS PRIVATIZATION(Ilorin Journal of Business and Social Sciences, Faculty of Social Sciences, University of Ilorin, 2016-10-15) Ibrahim O. Salawu; Abdullahi Alabi; Rashida Adamu OyoruTransfer of State-Owned Enterprises (SOEs) to private hands is a public management at strategy that has gained considerable followership in the 21century governance. Divergent views have been advanced about privatization's inherent ability to boost efficiency and reduce wasteful psyche of SOEs. Nigeria's tortuous privatisation of the state-owned telecommunications outfit (NITEL) and its subsidiaries which recently culminated in the transfer to the NATCOM consortium after over a decade of convoluted attempts leave much to be desired. This spate of unsuccessful takeovers has thrown up the issue of professional competence in the privatisation process. This paper is an attempt at interrogating factors behind the apparent inability to stick to a reasonable turnaround—time to forestall inevitable loss of value of NITEL. It also questions its capacity to skillfully deliver taking into cognisance the need to operate with some level of. independence /Autonomy. This is in addition to criticisms of non-performance of about eighty percent of enterprises privatized by the BPE. To achieve these objectives, the paper quantatively affirms a hypothesized notion about the relationship between Autonomy and Capacity to deliver on NITEL's privatisation. As the new owners of NITEL takes over, the paper makes recommendations targeted at fine tuning the process in the area of Autonomy and Capacity issues to avert any further “reverse waves”. The mixed method approach is adopted in this paper. The quantitative section has relied on the Statistical Packages for Social Sciences (SPSS) version 20.0 to process the responses to information provided via questionnaires and interviews elicited from within the top brass of the BPE and a broad spectrum of other stakeholders. The Spearman's rho was used to show relationship between the variable of Autonomy and Capacity. The qualitative part used the reflective narrative method of analysis to complement the primary data.
- ItemGOVERNMENT EXPENDITURE ON CROP PRODUCTION IN KOGI STATE: AN ANALYSIS OF VECTOR AUTOREGRESSIVE MODEL(Department of Public Administration, Faculty of Management and Social Sciences, Lagos State University, Ojo, Nigeria, 2023-11-10) Rashida Adamu OyoruThe study investigated the impact of government investment on agricultural development in Kogi State. The term public expenditure on agriculture is used to denote both one-time and ongoing expenses for things like irrigation systems, maintenance of current infrastructure, and support for farmers in the form of seedlings and pesticides. Variations in the results of past investigations served as the source of inspiration for the current study. In a correlational study method, secondary data from KOSADP and the Kogi State Ministry of Budget and Planning were employed. The study's hypotheses were investigated with the aid of the Vector Autoregressive (VAR) Model. The results of the VAR model revealed, among other things, that there is no observable relationship between agricultural growth in Kogi State and government capital spending. Agro-equipment, which includes tractors, harvesters, corn milling machines, sprayers, ploughs, water pumps, and chemical equipment, is one type of agricultural resource that crop producers can use to receive support and assistance, according to the study's findings, which suggest that the Kogi State government should take agricultural funding seriously by making sure that the funds are promptly released to the ministry and the appropriate parastatals. Another approach to do this is to make sure that funds are made available on time and in adequate quantities to cover capital expenditures, as agricultural activities are time-sensitive.

Specifically, the study seeks to examine the effect of Coronavirus on Kwara State Civil Service, questionnaires also seek to capture the concerns and expectations of public sector workers in dealing with the pandemic, and to glean suggestions on how best to manage the situation. the researcher used a purposive sampling to choose the sample for the study. TETFund intervention (through conferences attendance, journal publications and scholarships skills) is one of the ways of academic staff's performance in tertiary institutions. It is against this background that the study assessed the impact of TETFund intervention (through conferences attendance and journal publications) on academic staff's performance in Nuhu Bamalli polytechnic from 2011 to 2020. Notwithstanding its importance, TETFund is faced with challenges in accessing the available funds that could enhance their participation in trainings and other programs (e.g., conference attendance, journal publications necessary for promotions etc.). The study made use of questionnaire and interviews to obtain primary data necessary for the study. Secondary data was derived from relevant documents to complement the primary data. Quantitative data collected through questionnaire was analysed both descriptively and inferentially. The inferential statistical tool for the study is multiple regression analysis with the help of (SPSS) version 23.0. On the other hand, the responses of face-to-face interview were thematically analyzed. The study found out among others that TETFund's conference attendance sponsorships has significantly impacted academic staff's performance in Nuhu Bamali Polytechnic, Zaria, Kaduna State. More so, the study also found that TETFund's journal publications sponsorships have significantly impacted academic staff's performance in Nuhu Bamali Polytechnic, Zaria, Kaduna State. The study recommended among others the need for TETFund agency to as a matter of fact put in a lot of effort in the area of conference attendance sponsorships to ensure improvement in the performance of academic staff in Nuhu Bamali Polytechnic, Zaria, Kaduna State. TETFund agency should also strive to ensure that more journal publications are sponsored by them to improve the performance of academic staff in Nuhu Bamali Polytechnic, Zaria, Kaduna State and other tertiary institutions.
