    ASSESSMENT OF THE NEW PUBLIC MANAGEMENT AND THE PHILOSOPHY OF PUBLIC ADMINISTRATION

    The Nigeria public servants over the years have been considered to be ineffective and inefficient in the way and manners in which they carried out their responsibilities to the society This made past governments to called for reforms in the public service which did not significantly affect their efficiency. The paper looked at the new public management as a reform carried out by government to rigged the public service of Nigeria the data for the research were generated through secondary source. The paper found out that there is lack of expertise to make NPM successful. Also, with high level of corruption in the country NPM doctrine of decentralization can actually lead to arbitrary action and corruption. It is concluded that new public management is a good reform that can bring efficiency and effectiveness to Nigeria public service if only the necessary precondition menus are met.

    ASSESSMENT OF WOMEN PARTICIPATION IN POLITICS: STUDY OF SOME SELECTED LOCAL OVERNMENTS IN KWARA STATE, NIGERIA

    Women are said to constitute almost half of the world population but they are not adequately represented in the governance of their societies. This study focused on women participation politics in Nigeria, particularly in Offa, Baruten and Ilorin West Local Government Areas of Kwara State. The time frame for this study is between 1999 to 2015 when the country returned to democratic government and the rule of law is enshrined in the constitution. Thus, despite global campaign for gender equality, women's political representation in the country has failed to achieve the critical mass of 30% women's representation in the country's parliament. The global average representation of women in national politics is 10%; in Nigeria, the figure has hardly ever been more than 4.8%. The research objective is to examine the role and level of women participation in politics since 1999 to 2015. To achieve the stated objective the study adopts both qualitative and quantitative methods of data analysis. The authors found out that illiteracy among women affected their active political participation. We also found out that there is no improvement in women participation in Offa, Baruten and Ilorin west local government. The study thereafter recommended that, there is an urgent need to promote girl child education in Nigeria in order to curb the level of illiteracy among the females. Also, Governments should domesticate, incorporate and implement CEDAW (Convention on the Elimination of all Forms of Discrimination against Women) policies and programmes that were signed and ratified in June 13, 1985; as it would advance gender equality, including in leadership positions, giving women full and equal share in economic, social, cultural and political decision-making.

    FEDERAL CHARACTER PRINCIPLE AND THE CHALLANGES OF NATIONAL INTEGRATION IN NIGERIA: A COMPARATIVE ANALYSIS OF SOME FEDERAL APPOINTMENTS UNDER JONATHAN AND BUHARI’S ADMINISTRATIONS

    The Nigerian state is heterogeneous both in character and content. Every effort to manage this diversity has so far not yielded desired result. This paper examines the Federal Character Principle as one of the instruments intended to manage our obvious diversity such that no part of the country is marginalized or feels marginalized or sidelined. The paper observed that the Federal Character Principle have not achieved its set objectives, which is national unity and loyalty. It draws from secondary sources and discovered that there are factors that make equitable distribution of public appointments difficult which is beyond the powers of the federal character commission. The major argument of this paper is that if the Federal Character Commission as an organization expected to enforce this principle is not restructured and given more power to sanction individuals and organizations that are found of circumventing the relevant guidelines in this regards, the hope of national unity and loyalty will continue to be a mirage. It concludes that national unity is necessary for the attainment of any sustainable development effort.

    WORKERS' PERFORMANCE AND LOCAL GOVERNMENT DEVELOPMENT: THE CASE OF CHIKUN LOCAL GOVERNMENT AREA OF KADUNA STATE

    The pride of any government is the attainment of higher value level of development in such a way that its citizens would derive natural attachment to governance. The main thrust of this study was to assess workers' performance on the development of Chikun Local Government Area of Kaduna State, 1999-2015. Data for the study were generated through questionnaire, participant observation, published and unpublished materials. The study therefore finds among other things that, though workers in the local government had job schedules, their performance was not satisfactory as they were not regularly trained and salaries paid to them was inadequate. Thus, they developed a poor attitude to work. Consequently, it is recommended that the Chikun local government council should improve on the salary of its workers so as to encourage/motivate them to greater commitment and performance. Also, training and capacity building or development of staff should be made a priority by the management of the local government.
