    ANALYSING DIGITAL TECHNOLOGIES (E-GOVERNANCE INITIATIVE) AS A TOOL FOR PROMOTING TRANSPARENT GOVERNANCE IN NIGERIA

    The primary responsibility of every government either in developing or developed countries entails the delivery of essential services to the citizenry efficiently and transparently. This is no doubt aligned with the democratic ideals of every modern State. Conversely, the advent of e-governance, driven by rapid advancements in Information and Communication Technology (ICT), has emerged to transform traditional governance practices, promoting transparency and accountability. However, despite the benefits inherent in e-governance initiatives in Nigeria, a gap persists between their potential benefits and actual outcomes. There is a low level of adoption and effectiveness of these initiatives due to challenges such as low digital literacy among government officials and citizens. The main thrust of this study centres around the assessment of the role of internal e-governance initiatives in promoting transparent governance in Nigeria. More so, the article examined the relevance of external e-governance initiatives in fostering transparency. The study’s propositions are formulated thus: internal e-governance initiatives have not effectively promoted transparency; and - external e-governance initiatives have similarly fallen short. Using a qualitative research design, including the use of both face-to-face interviews and online interview – web-based interviews and document analysis, to assess the effectiveness of e-governance in Nigeria. The study found that internal e-governance initiatives, such as e-finance and e-procurement, have enhanced transparency and efficiency in Nigeria's public service, particularly in financial management and procurement systems. Similarly, external initiatives like e-participation have promoted transparency through improved public information sharing and online collaboration, though traditional paper-based communication remains prevalent in some government sectors. Evidence from the study revealed that while e-governance has a high potential to improve transparency, issues such as insufficient digital infrastructure and inadequate training have hindered its full implementation. The study recommends investing in digital literacy, enhancing ICT infrastructure, and fostering public awareness to maximize the benefits of e-governance and achieve transparent governance in Nigeria.

    ARTIFICIAL INTELLIGENCE IN GOVERNANCE: A PATH TO EFFICIENT PUBLIC SERVICE DELIVERY IN NIGERIA

    The adoption of AI in governance has the potential to improve service delivery and fraud detection in Nigeria. The study assessed Artificial Intelligence in Governance: A path to efficient public service delivery in Nigeria. This study was entirely qualitative in nature; that relied on remote interview also called online interview – web-based interview. Secondary data corroborated the data generated from interview. The data generated from the aforementioned sources were thematically analysed. The study found that that the adoption of Artificial Intelligence in Governance has promoted on the speed of public service delivery in Nigerian agencies. Some of several ways where AI has promoted on the speed of public service delivery in Nigerian agencies include automation, predictive analytics etc. On objective II and proposition II, the study found that the adoption of Artificial Intelligence in Governance has promoted fraud detection in Nigerian agencies e.g., AI systems has helped in identifying patterns of fraudulent activity, such usual transaction patterns or data discrepancies. The study recommended among others the need to establish standards and protocols for the use of AI in government services that can help to ensure that AI systems are interoperated and integrated with existing systems and processes Finally, the study also recommended the need for the agencies to share data and information on fraudulent activities, allowing AI systems to learn from a larger pool of data and identify patterns more accurately.

    ASSESSMENT OF KWARA STATE UNIVERSITY (KWASU), MALETE COMMUNITY SERVICES ON THE DEVELOPMENT OF MALETE COMMUNITY, KWARA STATE, NIGERIA

    Globally, Universities have three complementary missions (three cardinal objectives), namely teaching, research, and community development. Thus, the community engagement component of the University’s traditional three-track mandate disposes Universities towards Social Responsibilities. It is against this background that the study assessed the contribution of Kwara State University (Kwasu), Community Services on the development of Malete community. The study made use of questionnaire and Focus Group Discussion to obtain primary data necessary for the study. Secondary data was derived from relevant documents to complement the primary data. Quantitative data collected through questionnaire was analysed both descriptively and inferentially. The inferential statistical tool for the study is multiple regression technique with the help of Statistical package for Social Science (SPSS) version 25.0. On the other hand, the responses of Focus Group Discussion were thematically analyzed. The study found among others that KWASU’s healthcare services and educational services has positively contributed to the development of Malete community. However, the significance of this can be judged from the P value represented as “sig” and the t statistics. The study therefore recommended among others the need for the University community should ensure that the services (both health and educational services) are accessible and affordable for the local community. The study also recommends the need for the University management to create outreach programmes to educate the community about health and education issues.

    E-Voting as a Panacea to Voter Apathy in Nigeria

    Voter apathy has emerged as one of the most critical challenges to democratic consolidation in Nigeria. Despite the adoption of reforms intended to strengthen electoral credibility, turnout has consistently declined, raising concerns about the legitimacy of governance. This paper examines the potential of electronic voting (e-voting) as a panacea to voter apathy in Nigeria. Anchored on Rational Choice Theory, the study argues that citizens often disengage when the costs of participation outweigh the benefits. Drawing on secondary sources, comparative experiences from countries such as Estonia and Brazil, and institutional reports from Nigeria, the study finds that e-voting can reduce apathy by improving transparency, minimizing electoral violence, and enhancing inclusivity. However, infrastructural deficits, cybersecurity concerns, and institutional weaknesses remain obstacles to its adoption. The paper concludes that while e-voting offers a pathway to revitalizing participation, it must be embedded within broader electoral reforms to strengthen institutions, build citizen trust, and promote inclusivity.

    EFFECTS OF PARTICIPATORY APPROACH ON PROJECT MANAGEMENT IN ILESHA-BARUBA COMMUNITY, BARUTEN LOCAL GOVERNMENT, KWARA STATE: A STUDY OF ILESHA DEVELOPMENT ASSOCIATION AND ILESHA WOMEN ASSOCIATIONS

    The importance of applying participatory ideas to project management in ways that would allow the people to be full participants in the development of things that affects their lives cannot be overemphasized. It is against this background that the study assessed the effects of participatory approach on project management in Ilesha-Baruba Community, Baruten Local Government of Kwara State. The study made use of questionnaire and interviews to obtain primary data necessary for the study. Secondary data was derived from relevant documents to complement the primary data. Quantitative data collected through questionnaire was analysed both descriptively and inferentially. The inferential statistical tool for the study is multiple regression analysis with the help of (SPSS) version 23.0. On the other hand, the responses of face-to-face interview were thematically analyzed. The study found out among others that increase in Participatory -planning on would lead to project management. However, the significance of this can be judged from the P value represented as “sig”. The t statistics of “Participatory - planning” stood at 27.385 with a p-value of 0.000. The study also found that increase in Participatory implementation would also lead to project management. The study recommends among others the need for projects management team to ensure more adequate community consultation on needs analysis and that the initial participatory community planning before the commencement of the project should be anchored.

    IMPACT OF TERTIARY EDUCATION TRUST FUND (TETFUND) INTERVENTION ON THE ACADEMIC STAFF'S PERFORMANCE IN NUHU BAMALI POLYTECHNIC, KADUNA STATE

    Much literature attests to the claim that effective staff training is essential for an improved staff performance which will lead to the success of educational institutions. TETFund intervention (through conferences attendance, journal publications and scholarships skills) is one of the ways of academic staff's performance in tertiary institutions. It is against this background that the study assessed the impact of TETFund intervention (through conferences attendance and journal publications) on academic staff's performance in Nuhu Bamalli polytechnic from 2011 to 2020. Notwithstanding its importance, TETFund is faced with challenges in accessing the available funds that could enhance their participation in trainings and other programs (e.g., conference attendance, journal publications necessary for promotions etc.). The study made use of questionnaire and interviews to obtain primary data necessary for the study. Secondary data was derived from relevant documents to complement the primary data. Quantitative data collected through questionnaire was analysed both descriptively and inferentially. The inferential statistical tool for the study is multiple regression analysis with the help of (SPSS) version 23.0. On the other hand, the responses of face-to-face interview were thematically analyzed. The study found out among others that TETFund's conference attendance sponsorships has significantly impacted academic staff's performance in Nuhu Bamali Polytechnic, Zaria, Kaduna State. More so, the study also found that TETFund's journal publications sponsorships have significantly impacted academic staff's performance in Nuhu Bamali Polytechnic, Zaria, Kaduna State. The study recommended among others the need for TETFund agency to as a matter of fact put in a lot of effort in the area of conference attendance sponsorships to ensure improvement in the performance of academic staff in Nuhu Bamali Polytechnic, Zaria, Kaduna State. TETFund agency should also strive to ensure that more journal publications are sponsored by them to improve the performance of academic staff in Nuhu Bamali Polytechnic, Zaria, Kaduna State and other tertiary institutions.

    Structural Drivers and Democratic Consequences of Political Violence in Nigeria: A Systematic Literature Review

    Political violence remains a central threat to democratic stability in Nigeria since the return to civil rule in 1999. It manifests through voter intimidation, armed thuggery, ballot snatching, targeted assassinations, sectarian mobilization, and institutional manipulation. This systematic literature review synthesizes empirical evidence and theoretical contributions across political science, governance, and security studies to identify the structural drivers and democratic consequences of political violence in Nigeria. Data were derived from peer-reviewed journals, policy documents, books, and institutional reports published between 1999 and 2024, selected based on methodological rigor and thematic relevance. Findings reveal that political violence in Nigeria is driven by entrenched poverty, mass youth unemployment, corruption, prebendal political culture, weak state institutions, identity politics, and an entrenched “sit-tight” elite behavior. Political violence undermines democratic consolidation by reducing voter turnout, distorting electoral outcomes, weakening governance institutions, and enabling the emergence of incompetent leadership. The study concludes that political violence in Nigeria is a systemic governance challenge, not an episodic event, and proposes multidimensional reforms involving institutional strengthening, electoral governance reforms, peacebuilding, youth empowerment, and civic reorientation.
