    Collection Development Policy, Acquisition Management and Postgraduate Use of E Resources in a Nigerian University Library

    The study surveyed collection development policies, acquisition management and postgraduate use of e-resources in university library. A descriptive survey design was adopted and a sample of 237 postgraduate students were selected by using the total enumeration sampling technique. A self-designed questionnaire was used to collect data from 237 respondents, of which 224 copies were returned and filled. Frequency counts and percentages were used to analyze the data collected for the research questions while PPMC was used to test the two null hypotheses of the study. The instrument was validated using face validity by giving two copies of the questionnaire to the research experts with a reliability co-efficient of r=0.721 by using Cronbach alpha. The result showed that there is a significant relationship between acquisition management practices and utilization of e-resources. This is shown in the result where the correlation coefficient (r) is = 0.81 while the degree of freedom is 222 and the P-value is 0.000 which is less than the significance level of 0.05. The results of the first hypothesis showed a significant relationship between collection development policies and the utilization of electronic resources by postgraduate students. Furthermore, the results of the second hypothesis showed a significant relationship between acquisition management practices and the utilization of electronic resources among postgraduate students. The study found out that there is difficulty in accessing the library’s electronic resources due to poor internet connectivity and insufficient electronic databases to cover all relevant research areas in their field are the major challenge associated with the utilization of electronic resources at the University of Ilorin. The study recommends that libraries should regularly review and update their collection development policies to align with evolving research trends and also provide infrastructure facilities like electricity and internet which will no doubt provide remedy to the problem in question.

    Library Development Committee: A Panacea to Effective Academic Library Servicing in Nigeria Public Universities

    This study was conducted on appraisal of library development committee activities as catalyst to enhancing academic library services in Kwara State University, Malete. The study was conducted using a qualitative research design. The interview guide has twelve items in which questions were sought on types of library services provided in Kwara State University, Malete. Interview approach was chosen in order to collect a well-detailed and comprehensive data and information on the appraisal of library development committee activities as catalyst to enhancing academic library services. The study found that the types of library services provided in Kwara State Library are: current awareness services (CAS), selective dissemination of information (SDI), reprographics services, reference services, circulation services, collection development service. The finding also shows that the challenges faced by library development committee are; poor funding, deficit infrastructure and nonchalant attitude. However, the solutions to the challenges militating against the success of library development committee are: provision of adequate fund for the library and appropriate use of fund meant for the library

    The governance and management of public library services in Nigeria

    Purpose – The purpose of this paper is to explore the managerial and governance issues that impact on service delivery in public libraries in Nigeria. Within many countries this seems to be a challenge often resulting in an ineffective service delivery resulting in underutilisation thereof. This study was conducted among administrators and managers of public libraries in Nigeria to establish the current status quo concerning governance and management issues impacting on service delivery. Design/methodology/approach – A qualitative study using interviews was used to illicit data from three permanent secretaries, six public library directors, and six heads of rural community libraries, purposively selected for the study. Findings – The findings show that variables such as relevant academic qualifications, years of experience, and designation of the administrators and managers of public libraries affect service delivery. A huge dependency on government bodies for decision making and funding was established. Impediments to good management of the libraries were found to be inadequate funding; lack of involvement of stakeholders in public library administration; and inappropriate public library legislation. Practical implications – The study recommends the promulgation of a public library-specific act in order to regulate the administration and management of this public unit, involve stakeholders in public library administration, as well as the provision of alternative forms of funding in order to alleviate the dependence on governmental budgets. Originality/value – With very little research available on these issues in Nigeria, this paper will create awareness among all stakeholders of specific governance and managerial issues impacting on effective service delivery to public library users so that it can be addressed.
