- ItemA COMPARATIVE ASSESSMENT OF LOCAL GOVERNMENT AUTONOMY AND DEMOCRATIC GOVERNANCE IN NIGERIAAND UNITED STATES OF AMERICA(A PUBLICATION OF DEPARTMENT OF POLITICAL SCIENCE, UNIVERSITY OF ILORIN, ILORIN, NIGERIA, 2019) Asimiyu Olalekan MURANA; Abdul Rauf AmbaliThis study is a comparative examination of local government autonomy and democratic governance in Nigeria and the United States of America (USA). The study aims at identifying the convergences and divergences in the system of local government and democratic governance in Nigeria and the USA. Ex-post facto research design was used in the study, and theory of decentrilisation of power was applied as the theoretical framework. This research argues that local government autonomy and democratic governance across the countries of the world depend largely on the nature and character of their politics. It reveals that local governments in the USAare better than local governments in Nigeria in the areas of financial autonomy and democratic governance. Though, in both countries there are no comprehensive financial autonomy since revenue are sourced from the state and central governments,it is admitted that Nigeria could learn from the system of local governments and democratic practices in the USA. The study recommends internally generated revenues as a major source of income for the local governments in both countries. The study also recommends that there is the need for Nigeria's local governments to embrace democratic tenents to promote effective service delivery to the people.

- ItemA Reflection on the Challenges in Nigerian Agricultural Policies and the Way Forward(Journal of Administrative Science, 2005) Abdul Rauf Ambali; Asimiyu Olalekan MURANAhis study examines the Nigerian Agricultural Policies before and after independence. The paper employs secondary source of collecting data. The study reveals that despite the soundness of most of the Nigerian Agricultural Policies, there is a real short fall between the expectations and results. It also identified some of the challenges of the reviewed policies which have been hitherto affecting the translation of these ambitious policy documents into realities. Based on the findings of this paper, it was recommended that government should redouble its efforts in implementing various policies and programmes, adopting a consistent policy measures, avoiding unjustifiable policy reversals, partnering with relevant inter-governmental organizations in order to attract the much-needed private sector capital injections into the agricultural sector, as well as increasing the expertise to make the sector become the engine of growth in Nigeria.

- ItemASSESSMENT OF THE EFFECTIVENESS OF ECONOMIC AND FINANCIAL CRIMES COMMISSION (EFCC) UNDER PRESIDENT MUHAMMADU BUHARI’S ADMINISTRATION IN NIGERIA FROM 2015 TO 2017(Lapai international journal of Admintration, 2019) Biliamin Yusuf Adebayo; Shittu Raji; Abdul Rauf Ambali; Amin Amin; Rasheed Ambali; Ayishat Aromoke Geeto; Muinat Adetayo Adekeye; Bunmi AladetohunOne of the major challenges of governance in Nigeria is corruption especially in the public realm. In response to this challenge, the Federal Government established the Economic and Financial Crimes Commission (EFCC) to combat corruption and promote transparency and accountability in governance. In spite of the establishment of EFCC, the fight against corruption seems not to have achieved the desired result in view of the rising incidence of corruption as indicated by Transparency International’s negative Corruption Perception Index on Nigeria. The major objective of the study was to assess the effectiveness of EFCC under the Muhammadu Buhari Administration in Nigeria from 2015 till date. Specifically, the study intended to; examine the impact of Buhari’s anti corruption crusade on socio -economic and political development, determine the degree of autonomy of the EFCC and to ascertain the level of effectiveness of the EFCC. Both primary and secondary data were sourced using Statistical Package for Social Science (SPSS version 20). Findings from the study which relied on both primary and secondary data revealed that the activities of the EFCC were severely constrained by undue political interference. The institution was not adequately funded with feeble financial autonomy. The corruption reporting system in the federal public service was found to be more effective under Buhari Administration. The study concluded that the degree of autonomy of the EFCC under the administration is weak while its level of activities is more noticeable in the public glare in the Buhari regime than other regimes because the regime identified the fight against corruption as a key governance agenda. The study recommended among others, the exercise of greater political will to free the EFCC from political interference with adequate funding and greater financial autonomy for the institution.
- ItemCommunity Policing and Human Security in Nigeria: A Study of Lagos State Neighbourhood Safety Corps (LNSC)(Journal of Administrative Science, 2020-12-12) Abdul Rauf Ambali; Akeem Ayanda ArabaThe need to examine the problem of crime that has become a recurring feature in all states in Nigeria necessitates this study. There is no doubt that community policing has been very effective in crime reduction and control in several countries including the US, Israel, UK, Canada, and Japan. The devastating impacts in the face of apparently soaring levels of crime and violence on Nigerian individuals and communities especially in Lagos and other states in Nigeria require quick action. The need for community policing is critical to identifying those who are planning to carry out acts of violence. The objectives of the study are to i) ascertain the extent to which Neighbourhood Safety Corps is equipped and empowered to provide security to Lagosian; ii) investigate whether the establishments of Neighbourhood Safety Corps have reduced the rate of crime rate and improve human security in Lagos State. The paper employs a primary and secondary source of collecting data. Descriptive statistics and correlational analysis were used to analysed data and test the null hypotheses at 0.05 levels of significance. The study adopts the Normative Sponsorship Theory for its analysis. The study reveals that the provision of adequate equipment to community personal enhances the security of lives and properties. More so, the creation of community policing to support the government apparatus reduced the crime rate in any society. Based on the findings of this paper, it was recommended that government should redouble its efforts in providing sophisticated weapons and ammunition to the community policing personnel and also should encourage the establishment of partnership policing to curb the crime rate.

The aim of this paper is to examine the conduct of 2019 Presidential Election in Nigeria, while also critically examine the salient issues in the 2019 Presidential Election in Nigeria. To suggest/recommend plausible solutions to the problem of electoral integrity in Nigeria. The paper employed secondary source to gather information and used qualitative mode of data analysis. The paper find out that 2019 Presidential Election in Nigeria falls below international standard of electoral integrity. The paper also recommended that international standard practice should be adhere to in order to put Nigeria in her rightful position within/among comity of nations and giants of Africa as she usually claimed. The paper also conclude that for Nigeria to improve her electoral integrity an impartial election management body should be manned by leaders with high personal integrity and their selection process should be devoid of politics.

Waste management is of great concern as urbanization and economic development increase leading to generation of larger quantity of waste materials. The management of waste materials requires immediate attention of the newly emerging economy country such as Malaysia. To be more specific, biomedical wastes are becoming a topic of one cannot deny the important roles play by biomedical science and its activities on human life and fitness. However, these activities can generate some wastes that pose severe effects on human health and environment at large, especially if there is no proper management policy in place. Although some may argue that waste is generally unavoidable by-product of most human activities but the provision of expanded healthcare facilities today have added substantial quantities of biomedical waste into waste stream with severe environmental and human health consequences. This paper examines the level of biomedical waste in Malaysia. It also addresses the impacts of these biomedical wastes and the strategic measures taken by Malaysian government. Finally, it identifies some potential issues associated with policy measures and put forward some policy recommendations for precautionary measures in the future.

- ItemSino-African Relations in West Africa: Implication for Ecowas(Journal of Administrative Science, 2021) Ibrahim Ishola Yahaya; Abdul Rauf AmbaliChinese relations with Africa began as early as the Christian era. However, modern China’s involvement in the continent dates back to the Bandung Conference of April 1956 where China and representatives of 29 African countries agreed on certain terms of engagements. However, the rivalry between the defunct Soviet Union and China enhanced the presence of China in Africa. These relations suffered a setback with the death of the China’s leader, Mao Zedong.Deng Xiaoping who succeeded him paid more attention to the economic development of China. Consequently, he shifted foreign policy attention of China towards forging ties with global economic powers and institutions. Thus, Sino-African relations remain docile between 1970 and 1980s. The improved economic fortune of China in the 1990s coupled with the end of cold war era, made China to renew her engagement in the continent not only as source of raw materials for her new industries, but as source of market. While this renewed engagement of China has been controversial, all African countries currently enjoy robust relations with China in various forms. This work examines these relationships with a view to assessing their implications for economic integration in the West African sub-region Vis-a- Vis the objectives of Economic Community of West African States (ECOWAS). We use secondary source of data as research method. The paper finds that Sino-Africa relations have potentials for positive impact on each country in the sub-region if properly handled by the West African countries. It could in the long run add positively to economic integration of the sub-region
- ItemSustainable Democracy and Political Domination: A Rotational Presidency among Nigerian Ethnic Groups(2016-04-02) Abdul Rauf Ambali; Ahmed Letswa MohammedThis work discusses rotational presidency and its challenges to sustainable democracy in Nigeria. It focuses on its workability in a highly ethnically pluralised and heterogeneous society like Nigeria that is characterised by competition for national resources either in terms of technocratic or political offices. It contends that the cliché is born out of elite struggle for share of national cake via capturing power at the centre where primitive accumulation takes place. Rotational presidency hence lacks democratic correlates. It argues that Nigeria Federal system allows for too much concentration of power and resources at the centre thereby making political competition intense at that level. Methodologically, the paper is based on review of published work, unpublished literature, comments of national commentators as well as observation as students of Nigeria government and politics. The work concludes with a strong recommendation that Nigerians need to jettison a federal arrangement that concentrate power and resources at the centre – the system that allows for hot contestation of presidency among various national ethnic elites to a more workable federal system that would decongest the centre for power tussle and or a different approach based on a different philosophy that will guarantee groups’ rights by recognising the heterogeneity of the country’s polity
- ItemThe Impact of Economic Development on Water Pollution: Trends and Policy Actions in Malaysia(Springer Science + Business Media, B.V. 2007, 2006-08-09) Suleyman A. Muyibi; Abdul Rauf AmbaliThe paper examines the impact of development activities on water pollution in Malaysia. Hence, the main objective of this paper is not just to examine the trends of development-induced water pollution around the region of the country but to know where the problems are and the policy measures taken by the government. It evaluates the probable causative relationship between problems introduced due to technology employed in water pollution control and governmental policy measures. It examines the relationship between development indicators as sources of pollution and polluted rivers over a period of 12 years. The findings of the paper have shown that despite the policy enforcement actions against the identified sources of water pollution, all the three development indicators (chosen based on those identified sources) still accounted for high percentage of river pollution in Malaysia. The findings of the paper were used to identify the central fact of the location of the problem. Some crucial conclusions of where the problems likely to be, as reflected in the findings, are: (a) the issue of interactive-effects between pollutants that many policy-makers are not aware of. This is when policy measures concentrate only on one source of water pollution; (b) the enforcement strength and/or effectiveness of policy measures themselves; (c) financial constraints to invest in appropriate technology especially sewerage systems for controlling human source of water pollution in the country; as well as those confronting small polluting industries (d) finally, lack of cooperation between government and private business firms to comply with regulatory policies for water pollution control.
