    FINANCIAL CRIMES AND FORENSIC AUDITING: A STUDY OF NIGERIA CASES

    Curbing the menace of financial crimes through forensic audit is imperative due to the global failure of statutory audit. This study examined financial and crimes forensic auditing evidence from Nigeria cases. This study employed a survey research method through the questionnaire. The data collected was analyzed using regression models. The research discovered that P–value = 0.00<0.05 level of significant and the regression line is CFCs = 0.335 + 0.746β1 + 0.042β2-0.078β3++ut. The study also found that data based collection and data mining are effective enough and capable of curbing financial crimes in Nigeria, although ratio analysis is weak in doing that. The research concluded that forensic audit techniques are effective in combating financial crimes in Nigerian private sector. This study recommended that forensic audit courses should be given a more spaces in the academic curricula of Universities to increase its awareness in Nigeria.

    FROM RURAL GRAZING AREA (RUGA) TO NATIONAL LIVESTOCK TRANSFORMATION PLAN (NLTP): A MERE CHANGE OF NAME OR REINCARNATION 1

    Political and social instability in numerous African countries has exacerbated conflicts, particularly between farmers and herders, driven by resource competition and environmental degradation. In Nigeria, the escalation of farmer-herder conflict has led to widespread displacement, increased food prices and security challenges. Government interventions such as the Rural Grazing Area (RUGA) and National Livestock Transformation Plan (NLTP) policies have faced scrutiny, prompting a comparative analysis to evaluate their effectiveness and public reception. This study examines the RUGA policy and its alternative, the NLTP, in Nigeria using historical methodology and secondary data, including interviews and national newspapers. RUGA policy was introduced in 2018 to mitigate farmer-herder conflicts; the policy encountered significant opposition due to perceived socio-political implications and a lack of stakeholder consultation. It is argued that it favoured the Fulani ethnic group and could exacerbate ethnic tensions, eliciting mixed public reactions. In contrast, the NLTP aimed to modernise livestock management and enhance productivity through a phased transition from open grazing to ranching. Despite its comprehensive approach focusing on stakeholder engagement, conflict resolution, humanitarian relief and economic development, the NLTP also faced scepticism, with some perceiving it as a rebranded RUGA policy. Findings from the study underscored the significant public debate and resistance both policies generated and emphasised the complexities of addressing farmer-herder conflicts in Nigeria. The study concludes that inclusiveness of stakeholder engagement, transparent communication, and addressing underlying socio-political concerns are necessary. It advocates for a balanced approach to promote sustainable livestock management practices across ethnic groups.

    IT governance is one of the concepts that emerged recently and has become an important issue in the information technology arena especially regarding SMEs operations. Some organizations started with the implementation of IT governance in order to achieve the fusion between business and IT. Small and medium businesses account for the transition to a market economy while playing an important part in innovation, income generation and dynamism in economy and employment. This study examined Information Technology Governance and Performance of SMEs in Nigeria, generating data from selected SMEs in Ilorin Metropolis in Kwara State, Nigeria. The study used both primary data and secondary data. Primary data was gotten from the field while carrying out the research from selected SMEs while the secondary data were extracted from various literatures and annual reports available in the library as well as on the internet. Ordinal logit regression was used in testing the research hypotheses and the result revealed that there is a significant impact between portfolio management and SMEs performances. The study then concluded that SMEs should take into consideration their investment management as well as portfolio management in ensuring excellent outcome and achieving their mission and vision.

    INSTITUTIONAL POLICY, PRIVATE ENTERPRISE AND SUSTAINABILITY OF STUDENT ACCOMMODATION IN MALETE KWARA STATE NIGERIA 2009-2004

    ABSTRACT This study examines the triadic relationship between institutional policy, private enterprise, and sustainable development within the context of Kwara State University (KWASU), Malete, from its inception in 2009 to 2024. Utilizing a historical research methodology supported by oral interviews with university officials, private developers, and community leaders, the research analyses how the rising enrolment of student have shifted the university policy and shaped the local housing market. Key findings reveal that the university’s policy shift toward Public-Private Partnerships (PPP) was a strategic response to the acute shortage of on-campus bed spaces as student enrolment surged over time. The study further evaluates the critical role of private enterprises, noting that while developers have filled the supply gap through diverse models, their adoption of market-driven approach has introduced challenges such as exorbitant rent rates and uncoordinated urban growth. A significant contribution of this research is the exploration of core sustainability measures while it highlights the university directive requiring all affiliated hostels to integrate solar energy systems for lighting and water supply to mitigate the unreliability of the national grid. Ultimately, the study argues that while private enterprise has been a catalyst for the physical and economic transformation of Malete, a more robust regulatory framework and coordinated urban planning are essential to ensure that student housing remains both affordable and environmentally sustainable.

    Abstract: The research addressed institutional excellence in institutions of special education where the research clarified the concept of institutional excellence and its objectives, and its importance, and the principles of institutional excellence, where the stages of application of institutional excellence include the stage of preparation and preparation for institutional excellence, the stage of planning for institutional excellence, the stage of organization for institutional excellence, then the stage of organization for institutional excellence, and finally the stage of exchange and dissemination of experiences, as well as the research addressed the requirements of applying institutional excellence in special education institutions, which is a distinct leadership, an integrated strategy plan, and a system of policies regulating methods, methods of work and flexible organizational structures as well as a sophisticated system to confirm overall quality. The system includes an integrated information system, decision-making support, performance evaluation, and a system for preparing and developing personnel. The research examined the regulatory, financial, human, and technological barriers that hinder the implementation of institutional excellence in private education institutions.

    Tracking the Lifecycle of SARS in Ilorin: Establishment, Functionality, and Disbandment, 1992–2020

    The Special Anti-Robbery Squad (SARS), a unit of the Nigeria Police Force established in 1992 by retired Commissioner of Police Simeon Danladi Midenda, became widely associated with human rights violations such as extrajudicial killings, torture, arbitrary arrests, unlawful detention, and extortion. Although originally created to combat armed robbery, the unit’s operations gradually shifted toward targeting young Nigerians suspected of cybercrime, often based merely on the possession of laptops or smartphones. These abuses generated widespread public resentment and eventually triggered the nationwide EndSARS protests of 2020. This study adopts a historical approach to examine the evolution, operations, and eventual disbandment of SARS within the Ilorin metropolis between 1992 and 2020. Using qualitative methods, the research draws on both primary and secondary sources, including interviews with protesters and information from the Kwara State Ministry of Justice. Findings reveal persistent abuses of power by SARS operatives in Ilorin, which significantly contributed to local participation in the 2020 protests and the eventual dissolution of the unit. The study emphasizes the need for stronger governmental commitment to the protection of fundamental human rights.
