dc.description.abstractThe primary objective of this paper is to appraise human resource development in Ilorin East Local Government Area, Kwara State in order to evaluate the impact of human resource development on service delivery in the Local Government. Data for the study were collected from two principal sources, primary and secondary sources. The result of the study showed that Ilorin East Local Government have some designed programs for developing their staff but such programmes have not been properly implemented due to economic, political and poor internal management factors, as well as lack of proper coordination and inadequate information. Other findings include that: Ilorin East Local Government provides training and development programs for both new and old employees, but these trainings are not adequate. In conclusion, training and development is necessary for any Local Government in Nigeria that wants to survive in this industrialisation epoch. It is recommended that every training and development program for Local Government staff be more rigorous to ensure proper training for the staff.
