Mr Vice Chancellor Sir, for me, it is evidence of grace and a mark of great honour to deliver the 9th Inaugural lecture of Kwara State University to this very distinguished audience here today. I am highly delighted that I have this unique opportunity to share my research experiences and findings over the years with the town and gown. An occasion such as this is what every academic looks forward to, and for me, it is a dream come true. For this I give all glory and praise to God who makes all things beautiful in His own time (Ecclesiastes 3: 11). It is indeed a great joy for me that I have this rare privilege of presenting the first Inaugural lecture from the Faculty of Pure and Applied Sciences of our great University, the very first from KWASU Biochemistry and the first to be presented by a sitting Dean of Faculty in our University - I sincerely thank God for this uncommon privilege. Mr Vice Chancellor sir, Biochemistry was one of the foundation programmes of Kwara State University in 2009, although it admitted its first set of students a year later. At inception, KWASU Biochemistry was a unit, domiciled in the Department of Biosciences and Biotechnology which as at that time also housed Microbiology, Zoology and Plant and Environmental Biology units. This status was maintained until 2017 when the Department of Biochemistry was carved out of Biosciences and Biotechnology to become a full-fledged Department and was thereafter domiciled in the School of Basic Medical Sciences alongside Public Health and Medical Laboratory Science Departments. In that same year, the nomenclature of the Department was changed to Medical Biochemistry and Pharmacology. With the advent of the present KWASU management under the leadership of our dynamic Vice Chancellor, Professor Muhammed Mustapha Akanbi SAN and following the change from Collegiate to Faculty system, Biochemistry became one of the Departments in the Faculty of Pure and Applied Sciences. The Biochemistry programme is fully accredited by the National Universities Commission and has produced six (6) sets of graduates. Four of the graduates of the programme are presently employed as members of the academic staff in the Department.*-6***//
Administration and Governance at the Brink of Collapse: A Search for the Root Cause and Ways to Reposition the System

In the name of Allah, the only master of the universe. I stand before you to present the 8th in the series of inaugural lectures of the Kwara State University, Malete; the Green University for Community Development and Entrepreneurship. I give thanks to Allah for His guidance over my existence. I have passed through so many storms and He rescued and sustained me in His infinite mercies and unfailing love and protection. All my adoration goes to Him for making today’s inaugural lecture possible for me. I remain His true servant until the Day of Judgment! Vice Chancellor Sir, my career as a political scientist with specialization in administration and governance is not by accident, but as a result of my closeness to my father, Alhaji Imam Ambali Sanusi, who had administered people’s affairs ranging from those of his disciples to the general community of Ogbondoroko, as the Chief Imam. May his soul remained blessed with mercy of Allah. His advice was instrumental in my decision to pursue a degree in religious jurisprudence and politics at International Islamic University, Malaysia (IIUM), where I passed out with a first class. When opportunity came to specialize in a field of study, I opted for Administration and Governance out of the four specializations available in Political Science (Administration and Governance; Political Thoughts; Comparative Politics and International Relations). My interest in Administration and Governance System encouraged me to pursue Master’s and Ph.D. degrees, both of which were funded by IQRA Scholarship Award in Political Science on the basis of my outstanding performance. Honourable Vice Chancellor, I began my teaching career as a Graduate Assistant at IIUM while I was pursuing my master’s degree of which I made a distinction. I continued in the same pace for my Ph.D. in the same university in 2005. I joined the service of University Technology Mara (UiTM), passed through several cadres and rose to the rank of Associate Professor in 2010. I inspired many students both at undergraduate and postgraduate levels. I supervised forty-five M.Sc. and Ph.D. students, many of whom today are academics and administrators in different institutions and government agencies, both in Nigeria and Malaysia. I have won several research grants worth millions of US Dollars nationally and internationally. These 5 include grants on cutting edge issues on resource governance, administrative decay, election administration and management, policy reform and implementation, e-democracy, digital administration and digital divide, e-voting, leadership, culture and ethnic relations, leading to improved administration and governance system. I was appointed as a Professor at Kwara State University (KWASU) on the 31st March, 2016. I am grateful to the former Vice Chancellor, Professor AbdulRasheed Na’Allah and the entire management. Following my assumption of duty at KWASU in June 2014, I developed curriculum for the postgraduate studies in Political Science and Public Administration. With my experience and expertise in postgraduate studies in Malaysia, I was appointed as the Deputy Dean of Postgraduate Studies in 2016. Since I assumed the responsibility of Director, Academic Planning of this University, we have been achieving full accreditation of all our programmes by the NUC. I have impacted on many communities both in Malaysia and Nigeria through my research and community outreach activities among the rural dwellers. Vice Chancellor, Sir, this lecture “Administration and Governance at the Brink of Collapse: A Search for the Root Cause and Ways to Reposition the System” is to reflect on some of my contributions to the field of administration and governance system in political science. My quest to explore “the brink of collapse” in administration and governance was out of the curiosity to identify the root causes of the problem. I continued in my research journey searching for the best way to proffer solutions and to reposition administration and governance with bias for the Nigerian situation. I have been able to establish many roots of the collapse as well as recommend alternative ways of rethinking administration and governance system for effective service delivery to the people.

FROM THE FIELD TO THE BOTTLES: WORKS OF THE INVISIBLE CREATURES

I give glory, praise and adoration to the Almighty God, the giver of live for the grace and journey so far, and for making me reach this position in my career. I count it a divine privilege and honour to stand before you to deliver the 11th Inaugural lecture of Kwara State University. I am highly delighted to present the story of my research activities over the years to this distinguished audience of town and gown. 2 An Inaugural lecture provides a golden opportunity for a newly/freshly appointed Professor to give an account of his contribution to the pool of knowledge in his area of specialization. This is the first inaugural lecture to be delivered in the Department of Microbiology and second from the Faculty of Pure and Applied Sciences of this great University. Mr. Ag. Vice Chancellor Sir, I had wanted to study Medicine at the University of Jos in 1988 but was not admitted as a result of federal government policy on admission into its universities. By providence I was offered admission to study B. Sc. Microbiology at University of Ilorin the following year, which I accepted through the wise counsel of my Biology teacher, Mr. Samuel Folorunsho Adebiyi, then of Ilesha Grammar School Ilesha, Osun State. After my first degree, I had a stint in the industry; working as a Quality Control Microbiologist at Unique Pharmaceuticals Nigeria Plc., Sango Ota, from 1996 to 2000. I left the Industry for University of Ilorin to pursue my M. Sc. degree programme in Microbiology between 2000 and 2002. Shortly after completion of my M. Sc. Programme, I was offered appointment as a Part time lecturer under the Science Laboratory Technology Training Programme at the University of Ilorin, and Department of Biology, Kwara State Polytechnic, Ilorin for a period of four years. Thereafter, I joined Joseph Ayo Babalola University, Ikeji Arakeji as one of the foundation staff in 2006, where I lectured for a year before moving to Ajayi Crowther University, Oyo due its proximity to University of Ilorin to enable me complete my PhD programme on time. On completion of my PhD programme in 2009, I was invited to join in the development of Salem University, Lokoja in 2010 where by the grace of God, I rose to the position of a Reader before joining the Department of Microbiology here in KWASU in January 2016, again to help in the development of the Postgraduate programme of the Department and by the grace of God, I was promoted Professor of 3 Microbiology in 2021, which was back dated to 2019 during the tenure of the late Vice Chancellor Professor Muhammed Mustapha Akanbi, SAN. May his soul rest in peace. Mr. Ag. Vice Chancellor Sir, this lecture is coming two years after my promotion to the post of a Professor of Microbiology of this great University. I feel highly honoured and elated today to stand before you and pay my dues by presenting this lecture, which I have titled “From the field to the bottles: Works of the Invisible Creatures”.

In the name of Allah, the only master of the universe. I stand before you to present the 14th in the series of inaugural lectures of the Kwara State University, Malete, the green university for community development and entrepreneurship. I give thanks to Allah for His guidance. All my adoration goes to Him for making today's inaugural lecture a reality. Mr. Vice-Chancellor, I joined this great university on the 1st day of August, 2018 as a Professor of Jurisprudence and International Law in the Department of Jurisprudence and Public Law in the then new College of Law (Now Faculty of Law), which I started 2 from the beginning as the pioneer Provost of Law and pioneer Dean of Law. I am most grateful to Prof. Abdulrasheed Na'Allah, the Pioneer Vice-Chancellor of this University, who saw the need for me to come home, to serve my community, my state. He is indeed a great man. Mr. Vice-Chancellor Sir, we really suffered to build the Faculty to standard. We are indeed grateful to Almighty God. My presence here today marks the presentation of the First inaugural lecture from the Faculty and being the First Professor of Law, the First Inaugural Lecture from the Department of Jurisprudence and Public or any Department in the Faculty of Law. Mr. Vice-Chancellor Sir, the issues as raised in this inaugural lecture, is important for the continuous existence of this great country including my little contributions as will be seen in course of this presentation. No one knows it all except Almighty God, in view of that, works of other scholars were referred to in order to support this work.
